EXECUTIVE IIDEFINITIONThis is mid-level professional supervisory and general administrative work involving direction of a variety of business management or support service functions such as procurement and supply, maintenance, fiscal controls, accounting, etc., or comparable work involving specialization in a more complex function. Work may be distinguished from that of Executive I by greater responsibility for program activities of considerable scope and complexity or by the size and/or complexity of the agency or facility served. Duties require the exercise of initiative and independent judgment in devising and installing new work methods and in applying complex rules, procedures and regulations. This description may not include all of the duties, knowledge, skills or abilities associated with this classification. EXAMPLES OF WORKDirects a variety of complex support service functions such as: personnel; maintenance and upkeep of buildings and grounds; requisitioning, storage, issuance and/or local procurement of supplies and equipment; approval of requisitions for payment of operating expenses; and other related administrative duties. Monitors compliance and reconciles balances for all accounts upon receipt of the appropriate authorization from the accounting office; supervises clerical staff in the maintenance of necessary records. Gathers and compiles projected expenditure information and monitors current expenditures; assists in preparing the facility or agency budget. Prepares or assists in the development of grant requests and contracts; monitors expenditures for compliance with fiscal requirements. Exercises broad supervision over technical and clerical employees. Receives general review and supervision by administrative superiors through conferences, post-audits, personal inspection, reports, etc., for conformance with policy and exercise of sound judgment. Performs other related work as assigned. KNOWLEDGE, SKILLS AND ABILITIES (KSAs)Intermediate knowledge of business practices, procedures and equipment. Intermediate knowledge of the principles and practices of office organization and management, including the supervision and training of personnel. Intermediate knowledge of the general principles of fiscal control, procurement and supply, and related support service functions. Ability to interpret and apply agency or facility policies and procedures. Ability to understand and carry out complex directions and to maintain highly complex records. Ability to establish and maintain effective working relationships with other vendors, co-workers, and others in both the public and private sectors. Ability to plan, lay out and assign the work of technical and clerical employees. EXPERIENCE AND EDUCATION(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.) A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Accounting, Public or Business Administration or a closely related field; and, One or more years of professional or technical experience in the administration of fiscal or budgetary controls, procurement, accounting, or closely related areas (at the level of Executive I, Accountant I or Supply Manager I). (Clerical experience in fiscal or budgetary controls, procurement, accounting or bookkeeping, or closely related areas will substitute on a year-for-year basis for the first two years of college; experience at the level of a Senior Office Support Assistant (Clerical/Keyboarding), Account Clerk II, or Storekeeper I in the above areas will substitute on a year-for-year basis for the last two years of college).
