HEALTH PROGRAM REPRESENTATIVE IIDEFINITIONThis is mid-level professional work involving planning, promoting, implementing, and evaluating a public health program. This description may not include all of the duties, knowledge, skills, or abilities associated with this classification. EXAMPLES OF WORKProvides assistance and guidance to local public health agencies, schools, communities, health care providers, childcare providers, and others involved in program implementation. Assists in developing program policies and procedures necessary to achieve the objectives of the program. Assists in budget development; tracks and monitors expenditures; and prepares assigned program fiscal reports, contracts, and grants. Cooperates with federal, state, and local officials, private individuals, and organizations in the implementation of the program. Conducts inspections and surveys related to the assigned program; reviews records and reports to determine compliance with state and federal rules and regulations, program goals and objectives, and uniformity of procedures. Performs day-to-day program activities, which may include: participating in disease investigations, including interviewing clients with sexually transmitted diseases to obtain information to assist in locating their contacts; evaluations of immunization records of preschool and school-age children; auditing approved vendors for correct billing of Women, Infants, and Children (W.I.C.) food instruments; scheduling, arranging, and participating in screening clinics; or providing counseling, referral, contract monitoring, and follow-up services for individuals in need of assistance or treatment for chronic diseases. Plans and participates in meetings and delivers presentations to promote and educate interested groups and individuals in the goals and objectives of the assigned program. Participates in epidemiological field investigations and evaluates data collected to determine trends. Serves as liaison with contracting agencies to resolve routine compliance problems and to ensure compliance with contract provisions. Maintains records for the implementation and management of the program, gathers and provides data, and prepares reports relative to program activities. Conducts special studies and research necessary for planning and evaluation of the program. Assists in designing or revising program forms, reporting mechanisms, and operating procedures to improve program efficiency. Consults with program providers, assists in the evaluation of current operations, and makes recommendations to improve services provided. Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction. Performs other related work as assigned. KNOWLEDGE, SKILLS AND ABILITIES (KSAs)Intermediate knowledge of public health operations and organization of the assigned program area. Intermediate knowledge of the general nature and objectives of statewide public health programs. Intermediate knowledge of the organization and operation of federal, state, and local governmental agencies. Intermediate knowledge of the organization and functions of voluntary agencies, civic organizations, and similar groups interested in public health program activities. Intermediate knowledge of individual and community health problems related to public health programs. Intermediate knowledge of statutes, rules, and regulations relating to the assigned program area. Intermediate knowledge of programs focused on children, youth, the elderly, and/or aging population. Intermediate knowledge of the functions, services, needs, and operating procedures of long-term care facilities. Intermediate knowledge of communicable disease control and epidemiological techniques and methods. Intermediate knowledge of interviewing techniques and methods. Intermediate knowledge of financial record keeping, budget preparation, and contract compliance. Ability to assist in the planning, promotion, implementation, and evaluation of public health programs. Ability to understand and use budget documents, fiscal reports, grants, and contracts. Ability to conduct research studies and analyze complex statistical data. Ability to organize and coordinate the efforts of others in carrying out assigned program functions. Ability to use computer software such as word processing, spreadsheets, databases, and related applications to carry out programmatic functions. Ability to communicate effectively and deliver group presentations. Ability to establish and maintain effective working relationships with others. EXPERIENCE AND EDUCATION(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.) Two or more years of experience as a Health Program Representative I with the Missouri Uniform Classification and Pay System. OR A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Health Care Administration, Public Health, Health Education, Public or Business Administration, the biological or social sciences, Education, or a closely related field; and, Two or more years of professional (non-clerical) experience in public health, education, public, or health care administration. (Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for the required experience at a rate of 24 earned graduate credit hours for one year of experience.)
