SUPERVISOR OF VOLUNTEER SERVICES

DEFINITION

This is responsible work in the organization and direction of a program for the utilization of volunteer workers in a state hospital or health care facility.

An employee of this class is responsible for the determination of specific needs for volunteer services; for planning and conducting a recruitment campaign; for the selection and orientation of applicants; for placement of volunteers in departments; and for the general supervision of volunteers and evaluation of their performance. Work also includes responsibility for general development and coordination of volunteer activities in order to meet program needs and may include responsibility for public relations activities for the facility. Considerable discretion is allowed in planning and directing this program, in close cooperation with the department heads in whose units volunteers are assigned. Supervision is received from an administrative superior, who reviews work for conformance with broad program objectives.

EXAMPLES OF WORK

Confers with department heads with regard to specific needs for volunteers.

Plans and conducts recruitment campaigns to stimulate interest in the program and attract suitable candidates; interprets program philosophy and objectives to lay organizations and professional groups.

Interviews applicants to determine aptitudes, interests, abilities, skills, and other qualifications; classifies applicants according to qualifications, time available for duty, and other characteristics.

Organizes and directs general volunteer orientation and training to familiarize volunteers with facility organization, objectives, regulations, and services; develops volunteer manual to assist in orientation; may assist department heads in their organization of in-service programs in the techniques and duties involved in specific volunteer assignments.

Plans, develops and coordinates an information and public relations program to acquaint the community and organizations in the community with facility and agency program objectives and accomplishments.

Conducts tours of the facility for interested individuals and groups and interprets programs and services provided.

Receives requests for volunteer services and makes referrals of available volunteers to department heads on the basis of qualifications.

Evaluates effectiveness of the program and individual performance by personal observation and discussion with department heads; arranges periodic reassignment of volunteers to sustain interest and to utilize abilities; meets with volunteers to discuss individual problems that relate to their assignment.

Promotes overall effectiveness and unity of program and volunteer growth and development through regular educational meetings, discussions, workshops, films, and by editing a publication for volunteers.

Compiles and maintains records of placements and working hours; prepares reports on activities and performance of volunteers.

Develops and maintains working relationships with community organizations and the news media.

Performs other related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

Considerable knowledge of community resources including civic, social, and educational organizations and institutions and the ability to use these effectively in a facility volunteer program.

Working knowledge of facility organization and the function of various medical and therapeutic services in the treatment of residents or patients.

Working knowledge of the principles of selection, training, placement, and supervision of personnel.

Skill in evaluating applicants, interacting with volunteers and making placements.

Ability to establish and maintain effective working relationships with volunteers, employees, community organizations, the news media, and the general public.

Ability to communicate effectively.

EXPERIENCE AND EDUCATION QUALIFICATIONS

(The following entrance requirements are used to admit or reject applicants for merit system examinations, or may be used to evaluate applicants for employment in positions not requiring selection from merit system registers. When applicable, equivalent substitution will be allowed for deficiencies in experience or education.)

Five years of experience, including equivalent volunteer experience, involving extensive public contacts, of which three years must have been in public relations, community organization, coordination of community service activities, or closely related areas.

OR

One year of experience, including equivalent volunteer experience, in public relations, community organization, coordination of community service activities, or closely related areas; and graduation from an accredited four-year college or university with specialization in the social or behavioral sciences, education, nursing, recreation, public relations or closely related areas.

OR

One year of experience as an Assistant Supervisor of Volunteer Services.
