HEALTH CARE REGULATORY SUPERVISORDEFINITIONThis is consultative and supervisory work assisting in the planning, direction and coordination of the statewide health care regulation activities of the Department of Health and Senior Services. This description may not include all of the duties, knowledge, skills, or abilities associated with this classification. EXAMPLES OF WORKAssists a program administrator in planning, coordinating, and evaluating a statewide program that regulates health care facilities and providers. Supervises a professional unit in the statewide program of regulation of health care providers to regulate hospitals, laboratories, ambulatory surgical centers (ASCs), home health agencies, hospices, end-stage renal disease facilities (ESRDs), abortion centers, outpatient rehabilitation facilities, rural health clinics, ambulance services, trauma centers, paramedics, emergency medical technicians (EMTs), facilities providing radiological services or providers participating in the Medicare program. Supervises a unit of inspectors/surveyors including recruitment, orientation and evaluation of staff, and coordination of work assignments; ensures that survey reports are prepared and that appropriate consultation and follow-up are provided to facilities. Assists the program administrator in the assessment, development, and formulation of policies, procedures and program guidelines. Conducts on-site surveys of regulated health facilities to determine compliance with state and federal licensing/certification standards, regulations, and laws. Participates in surveys, studies and research activities, prepares correspondence and periodic programmatic reports, and maintains records for the implementation, evaluation, and management of the assigned program. Surveys and provides technical direction to regulated health providers and assists in the provision of consultant services to other Department of Health and Senior Services personnel and the public on state and federal health care regulations. Assists in the preparation of proposed regulations and legislation applicable to the various programs, writes articles for publication, and makes presentations pertaining to assigned activities. Establishes and maintains working relationships with local, state, and federal agencies and other individuals concerned with the licensing/certification program. Represents the program administrator at conferences and meetings within the Department and with local, state and federal officials, agencies, and organizations. Travels to health facilities to conduct surveys and provide technical assistance to staff and providers. Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction. Performs other related work as assigned. KNOWLEDGE, SKILLS AND ABILITIES (KSAs)Comprehensive knowledge of the principles, methods, materials, and practices of the designated specialty area. Intermediate knowledge of the basic principles and techniques of supervision, staff development, and personnel management. Comprehensive knowledge of and ability to interpret federal and state laws, regulations and codes applicable to the licensure and certification of health facilities and providers. Comprehensive knowledge of the functions, services, needs, and operating procedures of health facilities and providers. Comprehensive knowledge of the theory, nature, and objectives of the licensure and certification program. Ability to secure cooperation from other public and private agencies in developing and guiding a regulatory activity. Ability to plan work programs and projects, and coordinate activities within the assigned unit. Ability to evaluate and determine the proper functioning of health facilities and providers. Ability to compile, present, and interpret reports and related data concerning health facility/provider operations. Ability to communicate effectively. Ability to establish and maintain working relationships with other employees, allied health agencies, and staff of health facilities under the licensing and certification program. NECESSARY SPECIAL QUALIFICATIONS (By Assignment)Registration as a Registered Dietitian by the Commission on Dietetic Registration. Possession of a current license to practice as a Registered Nurse in the State of Missouri at the time of appointment. EXPERIENCE AND EDUCATION(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.) One or more years as a Health Facilities Consultant I or Health Facilities Nursing Consultant with the Missouri Department of Health and Senior Services. OR A Bachelor's degree from an accredited college or university with 15 or more earned credit hours in Health Care, Business or Public Administration, Nursing, Dietetics, Radiologic Technology, Physics, Chemistry, or Biology; and, Six or more years of professional experience in hospital or health care administration, dietetics, nursing, medical technology, emergency medical services, environmental sanitation or radiological health including four or more years in a professional supervisory, administrative, educational or consultative capacity. (Earned graduate credit hours from an accredited college or university in Public Health or the specified education fields may substitute on a year-for-year basis for a maximum of two years of the stated general experience at a rate of 24 earned graduate credit hours for one year of experience.)
