ENERGY SPECIALIST IVDEFINITIONThis is supervisory and/or highly specialized professional/technical experience in the development and implementation of energy conservation, renewable energy or other related energy projects. An employee in this class is responsible for directing the operations of and supervising staff assigned to a major section of a program and/or for serving as a program's designated technical authority in a highly specialized area. Work involves recommending, developing and coordinating program initiatives. Supervision may be provided over subordinate professional staff. General direction is provided by an administrative superior; however, the employee is expected to exercise considerable independence and initiative in the performance of assigned responsibilities. Any one position may not involve all of the specified duties or knowledges, skills and abilities, nor are the listed examples exhaustive.EXAMPLES OF WORKDevelops and directs the activities of a major section of a program; ensures the achievement of division priorities, objectives and timelines. Monitors and advises the program manager on current energy, project, client service and other related issues of significance. Cooperates with other section supervisors and designated lead staff in the recommendation and development of program initiatives. Coordinates assigned project activities involving more than one program/division/agency; develops, clarifies and documents responsibilities, procedures, timelines and communication and decision-making protocols. Assists in the selection of new staff; supervises, trains and evaluates the work of subordinate professional staff. Drafts project grant proposals and budgets and requests for proposals. Develops, manages and monitors multiple section project budgets. Develops and maintains cooperative client relationships and partnerships. Organizes, facilitates, and mediates issues for regional and state interagency work groups and departmental and/or divisional task forces. Analyzes or reviews technical analyses in designated specialty area and provides related advice and technical assistance to clients. Develops, conducts and/or coordinates presentations, seminars and training in the specialty area. Recommends and assists with the draft of legislation and rules necessary to carry out projects. Recommends and develops experimental or demonstration designs and plans, including sampling and analysis methodologies. Conducts technical or scientific literature reviews and develops reports and presentation. Represents the program at technical or professional local, state, regional and national meetings, as assigned. Performs other related work as assigned. KNOWLEDGE, SKILLS AND ABILITIESConsiderable knowledge of federal and state energy policies, regulations and programs and their applications and intent. Considerable knowledge of a designated specialty area ( e.g., natural resource policy; renewable energy resources; urban or rural planning and sustainable development; environmental education; energy efficient facility design). Considerable knowledge of state agency budget development and management. Considerable knowledge of project design and management. Considerable knowledge of research and analytical methods. Working knowledge of the principles and practices of supervision. Working knowledge of energy supply and usage patterns. Working knowledge of the principles and purposes of energy accounting and auditing. Working knowledge of building codes, standards and rating systems. Working knowledge of federal, state and local government organization, policy and finance. Working knowledge of the methods and techniques of disseminating information to the public. Skill in the use of spreadsheets, project management systems, and electronic information and communication systems. Ability to coordinate, direct, supervise and evaluate the work of others. Ability to communicate effectively and to interpret and communicate scientific and technical material to individuals from diverse backgrounds. Ability to manage multiple work activities. Ability to work both cooperatively and independently and to facilitate work groups. EXPERIENCE AND EDUCATION QUALIFICATIONS(The following entrance requirements are used to admit or reject applicants for merit system examinations, or may be used to evaluate applicants for employment in positions not requiring selection from merit system registers. When applicable, equivalent substitution will be allowed for deficiencies in experience or education.)Three years of professional experience in coordinating, managing, planning or analyzing the development, use or conservation of energy resources (excluding grant/loan administration) or four years of professional experience in coordinating, managing, planning or analyzing the development, use or conservation of other natural resources (excluding grant/loan administration), of which one year included responsibility for the coordination of professional staff; and graduation from an accredited four-year college or university. (Graduate work in environmental studies, community development, public administration, urban planning, systems management, political science, environmental law, architecture, mechanical engineering, or related areas may be substituted on a year-for-year basis for one year of the stated general energy or natural resources experience. Professional work in sustainable community planning and design or land use; energy efficient facility design or engineering; environmental journalism, education, economics or related areas; or renewable energy resource development or management may be substituted on a year-for-year basis for the stated education.) OR One year as an Energy Specialist III with the Missouri Department of Natural Resources.
