CAPITAL IMPROVEMENTS SPECIALIST II

DEFINITION

This is professional and supervisory work assisting in planning, coordinating, and directing all new construction, repair, and preventative maintenance for buildings and structures under the control of a state department.

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

EXAMPLES OF WORK

Assists in planning, coordinating, and directing all new construction and capital improvement projects under the control of a state department or agency.

Supervises staff ensuring that projects are completed according to established timeframes and within outlined specifications.

Prepares or assists in the preparation of the department's capital improvement budget.

Monitors the maintenance management program for the department.

Serves as liaison with other state agencies involved in capital improvement projects.

Conducts feasibility studies concerning new facilities, buildings, and structures, including on-site inspections and evaluations of potential sites and buildings.

Prepares or supervises the preparation of reports relating to the department's capital improvement projects.

Receives administrative supervision; exercises considerable initiative and judgment in assigned responsibilities.

Performs other related work as assigned.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs)

Comprehensive knowledge of modern methods, practices, and techniques of building architecture or engineering as applied to building construction and renovation.

Comprehensive knowledge of local, state/federal building codes, rules, regulations, and licensing requirements.

Comprehensive knowledge of state fiscal, budgetary, procurement, and planning requirements as related to capital improvements, maintenance, and/or repair programs.

Comprehensive knowledge of plant maintenance and/or new construction operations.

Ability to plan, organize, coordinate, and supervise the work of technical and/or professional staff.

Ability to analyze situations involving capital improvement needs and prepare recommendations for administrative review.

Ability to assemble materials, compile reports from architectural and engineering studies, and prepare construction specifications and estimates.

Ability to establish and maintain effective working relationships with architectural and engineering representatives, governmental employees, other state agency personnel, and staff.

EXPERIENCE AND EDUCATION

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

Two or more years of experience as a Capital Improvements Specialist I with the Missouri Uniform Classification and Pay System; and, possession of high school diploma or GED certificate.

OR

A Bachelor's degree from an accredited college or university in Building Construction Management; Civil, Mechanical, Electrical, or Structural Engineering; Architecture; Engineering Management; or closely related field; and,

Two or more years of professional experience in architecture, building engineering, construction engineering, construction inspection, or professional experience in the construction and/or renovation of projects including site layout or other planning surveys, site material testing, concrete mix design, cost estimating, planning, safety engineering, materials procurement, and/or cost engineering and budgeting, or closely related areas.

(24 earned graduate credit hours from an accredited or university in Building Construction Management; Civil, Mechanical, Electrical, or Structural Engineering; Architecture; Engineering Management; or closely related areas may substitute for one year of the required experience.)

OR

A Bachelor's degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: Building Construction Management; Civil, Mechanical, Electrical, or Structural Engineering; Architecture; Engineering Management; Construction Management; Drafting; Mathematics; or a closely related field; and,

Three or more years of professional experience in architecture, building engineering, construction engineering, construction inspection, or professional experience in the construction and/or renovation of projects including site layout or other planning surveys, site material testing, concrete mix design, cost estimating, planning, safety engineering, material procurement, and/or cost engineering and budgeting, or closely related areas.

(Earned graduate credit hours from an accredited college or university in Building Construction Management; Civil, Mechanical, Electrical, or Structural Engineering; Architecture; Engineering Management; or closely related areas may substitute on a year-for-year basis for a maximum of two years of the experience at a rate of 24 earned graduate credit hours for one year of experience.)

(Additional qualifying experience may substitute on a year-for-year basis for a maximum of two years of the required education.)
