STATE OF MISSOURI EMPLOYMENT BENEFITS
The following is general information about employment benefits. For specific information on how each issue is applied within an agency, contact the agency Human Resources office.
LEAVE
- Three (3) weeks per year for new full-time employees, longer term employees can earn more.
- Prorated leave for part-time employees in eligible positions.
- Three (3) weeks per year for full-time employees.
- Employees can accumulate sick leave without limit.
- Sick leave balance can be converted to employment credit at retirement.
- Prorated leave for part-time employees in eligible positions.
- Twelve paid holidays per year.
Additional Paid Time Off includes:

- Jury Duty
- Workers' Compensation
- Disaster Relief Services (Red Cross or SEMA)
- Leave for Emergency Services (Civil Air Patrol)
- Family and Medical Leave Act (FMLA) for eligible employees to take unpaid, job protected leave for specified family and medical reasons..
- Allows employees to donate certain types of leave for use by other employees who have experienced catastrophic illness or injury.
INSURANCE
Medical: Employees have options of different coverage depending on location. Family, spouse, and/or dependent coverage are available the first full month following employment. Continued medical and dental insurance coverage is available at retirement. Voluntary participation in the Lifestyle Ladder Wellness Program reduces monthly medical insurance premium.
Employee Assistance Program: Employees may obtain free counseling for short term mental health issues, access to legal and financial specialists, access to trained identity theft and consumer fraud protection specialists, and access to self assessment tools and calculators for a variety of issues.
Basic Life Insurance: Term life insurance coverage, equal to one times employee's annual salary, through the Missouri State Employees Retirement System.
Optional Life Insurance: Optional term life insurance available with maximum coverage of six times member annual salary. Plans are also offered for spouse and dependents. Premiums paid by employee.
COBRA: Continuation of health insurance benefits after separation of employment or during periods of reduced work hours.
Worker's Compensation: Protection paid by the state against work-related accidents or illnesses provided immediately upon employment and so long as employed.
Universal Life Insurance: Life insurance and long-term care benefit.
Long-Term Disability: Employer paid premiums.
RETIREMENT
Coverage provided through the Missouri State Employees Retirement System (MOSERS).
FOR NEW EMPLOYEES HIRED FOR THE FIRST TIME IN A BENEFIT ELIGIBLE POSITON ON OR AFTER JANUARY 1, 2011:
MSEP 2011
- Member Contributions: 4% of pay
- Vesting: Occurs after ten (10) years
- Normal Retirement: At age 67 with 10 years of service OR as early as age 55 (Rule of 90)
- Early Retirement: At age 62 with 10 years of service (with reduction)
- Purchased Service: Full actuarial cost for full-time, nonfederal, governmental service
FOR EMPLOYEES HIRED FOR THE FIRST TIME IN A BENEFIT ELIGIBLE POSITION ON OR AFTER JULY 1, 2000,
OR
WHO LEFT STATE EMPLOYMENT IN A BENEFIT ELIGIBLE POSITION PRIOR TO BECOMING VESTED AND RETURNED TO WORK IN A BENEFIT ELIGIBLE POSITION ON OR AFTER JULY 1, 2000:
MSEP 2000
- Member Contributions: NONE, supported soley by the state
- Vesting: Occurs after five (5) years
- Normal Retirement: At age 62 with 5 years of service OR as early as age 48 (Rule of 80)
- Early Retirement: At age 57 with 5 years of service (with reduction)
- Temporary Benefit (payable if you retire under "Rule of 80" and stops when you attain the age of 62)
- Purchased Service: Subsidized military and other full-time, nonfederal, governmental service
- Deferred Retirement Option Provision (BackDROP): Allows an employee to receive a lump sum payment at retirement in exchange for a reduced monthly benefit for life
FOR EMPLOYEES HIRED FOR THE FIRST TIME IN A BENEFIT ELIGIBLE POSITION PRIOR TO JULY 1, 2000: (MEMBERS OF MSEP MAY ELECT THE MSEP OR MSEP 2000 AT RETIREMENT)
MSEP
- Member Contributions: NONE, supported solely by the state
- Vesting: occurs after five (5) years
- Normal Retirement: At age 60 with 15 years of servce; at age 65 with 5 years of service; OR as early as age 48 (Rule of 80)
- Early Retirement: At age 55 with 10 years of service (with reduction)
- Unreduced Joint & 50% Survivor Option
- Purchased Service: Subsidized military and other full-time, nonfederal, governmental service
- Deferred Retirement Option Provision (BackDROP): Allows an employee to receive a lump sum payment at retirement in exchange for a reduced monthly benefit for life
NOTE: MSEP and MSEP 2000 plans differ in the value of the Base Benefit multiplier and the effect of future potential changes. Different Cost-of-Living Adjustment rates apply in the two plans.
MISSOURI DEFERRED COMPENSATION PLAN
A payroll deduction deferred compensation plan available to defer taxes until retirement by investing in mutual funds and a fixed income account is currently provided by ICMA-RC. Monies are taxable when withdrawn.
SAVINGS AND OTHER BENEFITS
Cafeteria Plan: A payroll-deduction savings plan (flexible spending plan) which permits employees to set aside a portion of their salary on a tax-free basis to pay for state-sponsored medical and group term life insurance premiums and to be reimbursed for certain medical, child, and dependent care expenses.
Direct Deposit: Employees paychecks are directly deposited to bank, savings institution, or credit union account of their choice.
Annual Benefits Statements (Members can access through MOSERS)
Credit Union: Checking, savings, and lending services through payroll deduction. Services also include traveler's checks, credit cards, and automatic teller machine cards.
Social Security: Paid through employee-employer contributions.
U.S. Savings Bonds: Available through payroll deduction plan.
Educational Seminars (Pre-retirement Planning and Money Matters)
Payroll Deductions: Direct payment through payroll deductions is available for a variety of insurance and investment programs and for certain charitable causes.
