This is professional human resources/personnel administration work in a state agency or facility.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

 (The following minimum qualifications apply to applicant eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement.  These minimum qualifications may also be used to evaluate employees for Missouri Uniform Classification and Pay System positions.) (More specific qualifications may be required for particular positions allocated to this class depending on the assigned duties and responsibilities.)

One or more years of experience as a Personnel Analyst II with the Missouri Uniform Classification and Pay System.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following:  Human Resource Management, Business Administration, Public Administration, Industrial Relations, Psychology, or a closely related field; and,

Two or more years of professional human resources/personnel administration experience with a primary focus in employee relations, recruitment and selections, employee grievance, position classification, and/or compensation.

 (24 earned graduate credit hours from an accredited college or university in the specified fields may substitute for one year of the required experience.)

(Professional and/or technical experience with a primary focus in human resources/personnel administration in a public or private organization, at or above the level of Personnel Clerk or Administrative Office Support Assistant, may substitute on a year-for-year basis for deficiencies in the required college education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Administers or assists in the administration of a human resources program with emphasis on employee relations and the recruitment, selection, placement, training, and discipline of agency workforce; advises supervisors and agency administration regarding a variety of human resources issues.

Participates in the development, interpretation, and application of agency policy related to state and federal laws and other relevant legal considerations.

Investigates employee complaints, grievances, and harassment claims; advises employees, supervisors, and administration regarding formal grievance procedures.

Investigates disciplinary matters and recommends appropriate action; drafts suspension and dismissal letters.

Administers and ensures agency compliance with workplace programs such as Workers Compensation, Fair Labor Standards Act (FLSA), Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), and Equal Employment Opportunity (EEO) laws.

Works in cooperation with the Division of Personnel in the maintenance of the position classification plan; reports staff duty changes; recommends classification of new positions and changes in existing allocations; and reviews and/or recommends changes to Uniform Classification and Pay (UCP) system class specifications.

Directs the maintenance of personnel files and records, preparation of reports, and processing of personnel actions in conformity with agency policies, state and federal law, and other considerations.

Participates in labor-management negotiations; advises administration regarding labor relations issues.

Participates in the development of budget requests for personal services.

Participates in the development, coordination, and/or delivery of training programs related to human resources topics.

Oversees payroll processing; provides payroll adjustment records as needed.

Selects, trains, supervises, and evaluates staff.

Supervises hiring process to ensure adherence to state and federal laws and other considerations; oversees background checks, reviews hiring packets, and develops interview questions.

Oversees or participates in recruitment functions; attends career fairs.

Attends meetings, seminars, conferences, training programs, and special recruitment events pertaining to human resources/personnel administration.

Exercises independent judgment and initiative under general administrative supervision.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of the principles and practices of human resources/personnel administration, including methods and techniques for position classification, compensation, recruitment, and selection.

Comprehensive knowledge of agency, and UCP system procedures and policies.

Intermediate knowledge of federal and state statutes, regulations, rules, policies, and procedures such as FMLA, FLSA, EEO, ADA, and Uniformed Services Employment and Re-Employment Rights Act (USERRA).

Intermediate knowledge of Missouri government organizational structure and occupations common to state agencies.

Intermediate knowledge of computer applications used for reporting and personnel and payroll transactions.

Intermediate knowledge of principles, practices, and techniques of labor-management relations, including the negotiation and administration of labor agreements.

Intermediate knowledge of governmental budgeting, fiscal management, grants and contract management.

Ability to plan, organize, direct, and coordinate the operations of human resources/personnel administration activities.

Ability to investigate and resolve complex problems in the areas of classification, salary administration, employee relations, and other human resources/personnel administration functions.

Ability to communicate effectively.

Ability to exercise judgment and discretion in the performance of duties.
