This is senior-level technical and supervisory work in the development, analysis, and evaluation of procedures, forms, charts, communications, and records management in a state agency.
Analyzes, develops, and prepares final detailed procedures covering specific work routines, functions, and programs.
Confers with appropriate administrative or managerial staff on proposed procedural changes or projects; prepares a program for the conduct and implementation of the project.
Develops complete new procedural and administrative manuals or major revisions to existing procedures manuals; obtains necessary approval from administrative staff and directs duplication and distribution of finished products.
Coordinates and assists in the conduct of assigned surveys and studies of procedures, programs, systems, communications, work routines, methods, equipment, and forms; prepares reports and recommendations.
Supervises and participates in the agency forms control and records management programs; designs and drafts forms and charts; prepares printing specifications for forms; confers with printers' representatives concerning corrections and changes; maintains current forms catalogs; and establishes schedules for filing, storage, and destruction of active and inactive records.
Directs staff in various phases of procedures development and forms control.
Gathers and verifies organizational and procedural information; evaluates requests for forms design, revision, and consolidation.
Analyzes and designs the most complex multi-part forms.
Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction.
Performs other related work as assigned.
Comprehensive knowledge of the existing procedures and practices followed in central and local office/institutional operations and administration.
Comprehensive knowledge of the federal and state laws and administrative rules and policies governing all phases of the agency's programs, policies and procedures.
Comprehensive knowledge of the current principles and practices of organization, administration, and management.
Comprehensive knowledge of the principles of forms design, usage, and control.
Comprehensive knowledge of agencies records management programs.
Comprehensive knowledge of electronic data processing equipment capabilities.
Comprehensive knowledge of various software packages utilized for word processing, graphics, and electronic forms design.
Ability to develop electronic forms using a forms development software application or web based program.
Ability to prepare and direct others in the preparation of clear and concise procedural and administrative manuals.
Ability to direct and participate in surveys, studies, and analyses, and prepare reports and recommendations.
Ability to design and develop office forms and charts.
Ability to work effectively with and to provide direction to others.
(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)
One or more years of experience as an Administrative Analyst II or Forms Analyst II with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency.
Six or more years of technical or professional experience in business or public administration, including two or more years in a supervisory or administrative capacity in the analysis and/or development of methods, procedures, or forms design; and possession of a high school diploma or proof of high school equivalency.
(Earned credit hours from an accredited college or university which included credit hours in English, Public or Business Administration, Graphic Arts, or a closely related area may substitute on a year-for-year basis for the required general experience at a rate of 30 earned credit hours for one year.)
