This is professional and administrative probation and parole work for the Missouri Department of Corrections involving the review and analysis of information assembled for parole and revocation hearings.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Probation and Parole Unit Supervisor with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency.

OR

Bachelor's degree from an accredited college or university with 15 earned credit hours in one or a combination of the following: Criminal Justice, Psychology, Education, Social Work, Sociology, or a closely related field; and,

Five or more years of professional experience in probation and parole, juvenile placement, or corrections casework, including two or more years of professional supervisory experience in adult probation and parole.

(24 earned graduate credit hours from an accredited college or university in Criminal Justice, Psychology, Education, Social Work, Sociology, or Guidance and Counseling may substitute for one year of the required general experience. A Master's degree from an accredited college or university in the specified areas may substitute for two years of the required general experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required college education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Reviews case files of individuals confined in the Missouri Department of Corrections and formulates recommendations for release, methods of release, and conditions of supervision and/or revocations.

Travels to correctional facilities statewide to conduct parole hearings; reviews case files, conducts interviews, operates recording equipment, and formulates recommendations for case action; verifies accuracy of sentence time calculation, risk assessment score, and time to service guidelines; and ensures complete and correct transcription of the panel's decision.

Acts as technical advisor to the parole board regarding policy, procedures, state statute, and case law pertaining to parole and parole eligibility.

Reviews parole violation reports, routine or special reports, memorandums, legal documents, and correspondence relating to offenders under supervision or incarceration; formulates recommendations for appropriate parole board action in response to offender behavior, risk, need, and available treatment resources; and formulates decisions on individual cases.

Evaluates reports generated from institutional parole offices regarding offender issues; makes an informed recommendation to the parole board to assist in their decision making.

Reviews Missouri revised statutes, case law, policy, and procedures and their potential impact on parole board operations.

Reviews and prepares correspondence from offender relatives; interviews offenders, victims, delegates, attorneys, and witnesses.

Confers with judges and other court personnel regarding appropriateness of offenders; serves as contact point for court system and staff personnel regarding eligibility criteria for departmental programs.

Responds to inquiries regarding parole board policy, procedures, and practices.

Participates in state, regional, and national conferences; addresses local and community organizations on matters pertaining to probation and parole.

Serves as representative for the parole board in departmental and divisional meetings, work groups, committees, and conferences.

Exercises significant independence and judgment in the performance of assigned duties; receives general administrative direction.

Performs other related work as assigned.
