Definition

This is professional supervisory social service work in the Department of Health and Senior Services directing the activities of staff responsible for providing protective services and/or coordinating in-home services on behalf of senior and/or disabled adults.

Job Duties

Supervises and directs the activities of staff responsible for the identification, investigation, and intervention of abuse/neglect/exploitation, and/or the assessment, coordination, and quality oversight of in-home services.

Oversees and provides guidance to staff in the development and implementation of protective services and/or in-home care plans.

Coordinates and evaluates the activities of lower level staff; provides training and guidance; monitors performance and workloads; conducts case reviews for quality assurance.

Assures that reasonable referrals for guardianship/conservatorship, involuntary detention, and criminal prosecution are made to the appropriate entities or officials such as probate court, law enforcement, prosecuting attorney, county public administrator, and the Department of Mental Health.

Maintains fiscal, program, and quality assurance controls of in-home, personal care, and adult day health care programs and providers.

Represents the agency in court and internal hearings; handles complaints from clients and providers.

Conducts periodic team meetings and individual conferences to apprise staff of new and revised policies and procedures, discusses complex cases and workload issues, and obtains staff input and feedback.

Provides administrative support and assistance to management.

Provides presentations and technical assistance to community organizations, law enforcement agencies, health care providers, and the public regarding the services and policies of the agency.

Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction.

Performs other related work as assigned.

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

Three or more years of experience as an Adult Protective and Community Worker, Children’s Service Worker, and/or Long-Term Care Specialist with the Missouri Uniform Classification and Pay System.

OR

A Bachelor’s degree from an accredited college or university in Social Work, Psychology, Sociology, Gerontology, Nursing, Health Science, Health Care Administration, Human Resources, Political Science, Anthropology, Human Services, Public Administration, Education, Counseling, Criminal Justice, or a closely related field; and,

Three or more years of professional experience in criminal, civil, or administrative investigations and/or the delivery or coordination of social, protective, medical, mental health, or rehabilitative services for senior or disabled adults, children, or families in a public or private agency.

(24 earned graduate credit hours from an accredited college or university in the specified fields may substitute for one year of the required experience.)

OR

A Master’s degree from an accredited college or university in Social Work, Psychology, Sociology, Gerontology, Nursing, Health Science, Health Care Administration, Human Resources, Political Science, Anthropology, Human Services, Public Administration, Education, Counseling, Criminal Justice, or a closely related field; and,

One or more years of professional experience in criminal, civil, or administrative investigations and/or the delivery or coordination of social, protective, medical, mental health, or rehabilitative services for senior or disabled adults, children, or families in a public or private agency.

Comprehensive knowledge of social casework methods, principles, and techniques for senior and/or disabled adults with severe medical and protective service needs.

Comprehensive knowledge of investigative techniques and state law pertaining to abuse/neglect/exploitation, and appropriate protective interventions.

Comprehensive knowledge of the legal and judicial process pertaining to guardianship/conservatorship, involuntary detention, and criminal prosecution.

Comprehensive knowledge of available community resources.

Intermediate knowledge of diseases, medical treatments, and complications of mental illnesses and developmental disabilities.

Ability to supervise, train, coordinate, and evaluate the work of lower level staff.

Ability to work effectively with clients, family members, health care providers, community organizations, law enforcement, government agencies, other employees, and the general public.

Ability to communicate effectively and maintain accurate records.

Ability to interpret and explain laws and regulations.

Ability to exercise judgment in evaluating situations and making decisions.

Ability to assist in planning and implementing new programs, initiatives, and/or policies relating to at-risk senior and/or disabled adults.

Ability to utilize a variety of databases to obtain, record, and make corrections to relevant case information.

Ability to travel as needed to conduct investigations, assessments, attend meetings, hearings, and training sessions.
