This is entry-level professional supervisory work involving the direction of Family Support Eligibility Specialists, or specialized technical work in the independent operation of limited aspects of the Income Maintenance program within the Family Support Division.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Family Support Eligibility Specialist with the Missouri Family Support Division.

OR

A Bachelor's degree from an accredited college or university; and,

Two or more years of professional experience in the initial determination and reinvestigation of eligibility for food assistance, medical services, financial assistance, nutritional assistance, and/or other income maintenance programs in a public or private agency.

(Earned graduate credit hours from an accredited college or university in Social Work, Sociology, Psychology, Counseling, Public or Business Administration or a closely related area may substitute on a year-for-year basis for the required experience at a rate of 24 earned graduate credit hours for one year of experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Gives individual and group supervision to subordinate Family Support Eligibility Specialists in ascertaining facts bearing on eligibility for food assistance, medical services, financial assistance, nutritional assistance, or other income maintenance programs.

Assumes responsibility for the review of case determinations made by the subordinate staff to ensure actions taken are correct and in compliance with relevant laws, regulations, policies, and procedures.

Performed reviews through FAMIS or other computerized systems, and/or paper review; provides feedback to staff on case reading results.

Assists county manager or other superiors in training assigned staff to ensure compliance with division policies, procedures, standards, and goals; participates in management planning and program revision.

Provides team performance reports to county manager and other appropriate administrative staff.

Instructs assigned Family Support Eligibility Specialists in applicable regulations, requirements, and methods of work; gives suggestions and guidance in organization of both initial eligibility determination and reinvestigations.

Assigns and directs the work of assigned staff.

Participates in staff selection and in disciplinary actions and grievance resolution; holds conferences with assigned staff to provide feedback on performance and completed formal performance evaluations.

Reviews, analyzes, and evaluates all evidence and documents to be submitted at administrative hearings on income maintenance cases to ensure completeness and accuracy.

Assists Family Support Eligibility Specialists in the presentation of the division's case at appeal hearings.

Provides information to both subordinate staff and clients relative to available resources of the division and the community.

Explains and interprets agency policies, procedures, and rules governing public assistance programs to clients and other individuals.

Receives supervision from a Family Support Eligibility Program Manager or higher rank, or other designated administrative supervisor.

Performs other related work as assigned.

Key Skills

Intermediate knowledge of the provisions of state and federal laws and regulations, objectives, and philosophy pertaining to eligibility for public assistance programs.

Intermediate knowledge of techniques to assess case situations and determine the most appropriate course of action to ensure conformity with established eligibility guidelines.

Intermediate knowledge of individual and group behavior.

Intermediate knowledge of available community resources.

Introductory knowledge of social casework, casework supervision, and small unit administration in a public assistance setting.

Introductory knowledge of the basic principles and practices of supervision and public administration.

Skill in handling client behaviors such as fear, hostility, and aggression.

Ability to plan, assign, supervise, coordinate, and evaluate the work of staff and to provide instruction relative to effective methods of work performance.

Ability to operate a personal computer and use automated technology to establish, maintain, and review case records.

Ability to understand, explain, and apply federal and state laws, program policy, and procedures.

Ability to communicate effectively with applicants, recipients, the general public, and other employees, and to exercise sound judgment in evaluating situations and making decisions.

Ability to travel for agency business.
