Essential Functions and Responsibilities: 

This position serves as business liaison to supported agency staff.  This position over sights other BA’s to analyze business systems’ existing and proposed requirements, processes, data, programs, functions, and cost/benefit feasibility.  Possess the ability to focus on true project management needs of various OA/ITSD/DESE applications and projects.  This position leads other team staff in analyzing, designing, developing, writing/updating documentation, writing/updating test scripts and plans, and testing.  The position ensures these tasks are completed accurately by the team.  Position possesses the ability to write PAQ’s, and IPF’s for any new enhancement or new application assigned to them. Position leads and over sights vendors during contracted projects.  Position works with OA/ITSD/DESE upper management and ITSD PMO regarding ongoing and future projects that the position manages.  The position has the ability to understand and evaluate the project and mitigates issues at any given time in order to ensure project success at all times.  This position utilizes project management tools and applies Project Methodology principles such as Agile or Waterfall to the projects assigned.  This position possesses strong writing and communication skills, and must be able to handle multiple priorities with very strict deadlines. Actively mentors and shares knowledge with other coworkers in OA/ITSD/DESE.

Job Knowledge, Skills, and Abilities: 

Comprehensive knowledge of the principles of project management. Intermediate knowledge of the principles of cost benefits analysis. Introductory knowledge of the procurement process. Ability to utilize project management tools. Ability to coordinate/organize projects involving multiple organizations and/or groups. Ability to communicate effectively. Ability to mentor, train, and assist information technology staff.
