Essential Functions and Responsibilities: 

This position will be the team technical lead over our development team. The person filling this position should have experience integrating mapping functionality into web applications, using ESRI toolset. The ITSD-DNR team relies heavily on this position to provide oversight and expertise on API application integration. The person in this position must be open to change and capable of positively communicating changes to developers on the team. As Team Technical Lead: Develop work estimates, suggest assignments of development tasks, conduct peer code reviews, mentor junior staff, provide technical expertise and lend business knowledge to the process. This position requires strong analytical and communication skills.  Project Management: Work with the project manager to establish project schedule, provide work breakdown structure (WBS) with durations and dependencies, monitor the schedule and redistribute workloads as needed.  Analysis and design on moderate to highly complex systems: Gather business requirements, create system specifications and requirements documentation, and system design.  Tools: IBM Rational Application Developer Tool (IBM RAD), TOAD, Business Objects, Crystal Reports, Visio, Veracode, Microsoft Team Foundation Server, Dreamweaver, ArcMap, JIRA.

Job Knowledge, Skills, and Abilities: 

Thorough knowledge of web application development using J2EE, Struts, WebSphere and DB2 LUW.  Ability to prepare and interpret program documentation.  Ability to communicate effectively, ability to train, mentor and assist IT staff.  Collaborate with development team to determine and assist in enforcing technical standards.
