Essential Functions and Responsibilities: 

Project Management: Exercises considerable independence, judgment, and initiative in leading projects. Demonstrates the following skills: critical thinking, problem solving, planning and organizing, decision-making, communication, team work, delegation, influencing and leading, and conflict management.  Skilled at both the Traditional style of Project Management and Agile Project Management.  Responsible for the overall direction, coordination, implementation, execution, control and completion of specific projects ensuring consistency with Project Management Office (ITSD-PMO).  Facilitate preliminary planning, including but not limited to: Business Case Document, System Requirements, Cost/Benefit Analysis, Feasibility Study, including the total cost of ownership.  Facilitate the definition of the Project including: Project Scope, Goals, and Deliverables.  Define the Project Plan including: PM Methodology (Agile or Traditional) to be used, Project or Iteration Plan, Work Breakdown Structure, Resource Plan including Roles and Responsibilities, Risk Management Plan, Change Management Plan, Quality Control Plan, and Communication Plan.   Oversee the entire Project Plan, including oversight of project timeline and budget, tracking project deliverables, submitting change orders, providing direction and support to project team, overseeing quality, monitor and report of progress to all stakeholders, identify problems or bottlenecks, and provide solutions.
Strategic Planning: While not directly responsible for ITSD-DOC Strategic Planning initiatives, this person will research, review, and make proposals for various development and business intelligence solutions. This person will influence decision-makers through the strategic planning processes.
