Definition

This is senior-level skilled technical and supervisory work assisting in the direction of fire/rescue and medical treatment services at an assigned military airfield fire department within the jurisdiction of the Office of the Adjutant General.

Job Duties

Plans and directs the operations of multiple firefighting crews assigned to a shift at a military airfield fire department; organizes work schedules; determines permanent assignments; recommends disciplinary actions; evaluates staff performance.

Coordinates the response to fire alarms and emergency medical service (EMS) incidents to contain/extinguish fire and/or emergency medical activities.

Evaluates emergency situations and determines the necessity for additional firefighting companies; directs and coordinates fire/rescue efforts.

Administers emergency first aid and/or cardiopulmonary resuscitation (CPR); may provide other basic and/or advanced life support services in other EMS situations.

Directs the responses to aircraft and structural emergencies, hazardous material calls, and confined space incidents.

Supervises stand-by functions during aircraft fueling operations, aircraft engine maintenance and tests, ammunition handling, welding/burning, and other hazardous operations.

Assists with investigations to determine causes of fires.

Directs staff in the inspection of on-site buildings for fire hazards and compliance with fire prevention ordinance; reviews building plans.

Assures the safekeeping and condition of fire department facilities, equipment, and grounds during the assigned shift; makes inspections to ensure proper maintenance is performed.

Plans, coordinates, and conducts orientation programs, training, drills, and exercises for firefighting personnel; conducts surveys to determine fire department training needs and makes training recommendations.

Administers standard tests; coordinates and conducts physical strength and agility testing.

Requisitions supplies via the Deputy Fire Chief for use at the fire station.

Attends firefighter training courses to obtain/maintain certifications as required.

Maintains records and prepares reports on fire department operations.

Exercises considerable independence and initiative in completing assignments; receives general administrative direction.

Performs other related work as assigned.

(The following minimum qualifications will determine merit system eligibility and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Firefighter Crew Chief with the Office of the Adjutant General.

OR

Five or more years of firefighting experience in a military or civilian fire department, including a minimum of two years supervising a firefighting crew; and possession of certifications in Fire Fighter I and II, Hazardous Material Awareness and Operations, First Responder, Airport Fire Fighter, Driver/Operator Pumper, Driver/Operator ARFF (Crash Vehicles), Driver/Operator Tanker, Telecommunicator I and II, Fire Officer I, II, and III, Fire Instructor I and II, Fire Inspector I and II, and Hazardous Material Incident Command from approved International Fire Service Accreditation Congress (IFSAC) courses/classes; and possession of a high school diploma or proof of high school equivalency.

Special Requirements

Must be at least 18 years of age at the time of appointment.

Ability to pass medical, physical fitness, and agility examinations maintaining specified standards as prescribed by the Office of the Adjutant General.

Ability to pass initial and periodic background investigations, and maintain a specified security clearance as required.

Within specified time frames, successfully obtain and maintain various civilian and/or military equivalent training certifications and participate in other required activities as prescribed by the Office of the Adjutant General in accordance with requirements set forth in cooperative agreement(s) with the National Guard Bureau.

Ability to obtain and maintain a valid Government Motor Vehicle Operator’s License and state Vehicle Operator’s License.

Comprehensive knowledge of modern fire prevention, suppression, and rescue methods and equipment.

Comprehensive knowledge of the structural features and design of all aircraft that are housed at or use the assigned airfield, as well as the construction materials and basic structural layout of all airfield buildings.

Intermediate knowledge of the principles and techniques of effective supervision and training.

Introductory knowledge of policies and procedures relating to the fire department’s support activities including the budget, procurement, and personnel.

Skill in fighting various types of fires (i.e., aircraft, structure, vehicle, etc.).

Skill in directing the operation of specialized vehicles and equipment.

Ability to perform the physical demands of the position including heavy lifting, climbing, and maneuvering.

Ability to work in conditions involving extremely high temperatures, toxic fumes, smoke inhalation, etc.

Ability to respond quickly and calmly in emergency situations.

Ability to administer emergency first aid and cardiopulmonary resuscitation (CPR).

Ability to communicate effectively and hear verbal and radio communications.
