Definition

This is administrative and management work in the direction, planning, analysis and coordination of engineering, architectural, survey and/or construction services and programs.

This classification is found in the broadbanded management service. An employee in this class is responsible for directing or assisting in the overall planning, direction and coordination of engineering, architectural, land survey and/or construction services and programs. Duties may be in areas such as the design, construction or alteration of state building facilities, structures and grounds; dam safety; land survey; environmental engineering; or may encompass responsibilities in construction inspection and related areas. Positions have program management and decision-making authority, and usually have policy, planning, budget and/or supervisory responsibilities. Direction is received from a designated administrative superior who reviews work through conferences, reports, and evaluation of operational results; however, the employee is expected to exercise considerable initiative and judgment in planning and carrying out assignments.

Job Duties

Directs or assists in the overall planning, development and administration of the assigned engineering, architectural, land survey or construction inspection program or service in areas such as design services, construction services, project management, dam and reservoir safety, or environmental control.

Directs or assists administrative personnel in general management aspects of policy development and program planning and coordination which can involve difficult technical and highly specialized engineering, survey, design, and/or construction problems; assists in the evaluation of the effect of policy and/or organizational changes and new programs.

Reviews and/or revises programs in area of responsibility to ensure compliance of operations with laws, regulations, policies, plans and procedures.

Selects, trains, directs and evaluates professional and technical staff in area of assigned responsibility.

Participates in the development, implementation or interpretation of new or revised initiatives; participates in conferences and meetings relating to areas of assigned responsibility.

Participates in the development of budget requests and the monitoring of expenditures according to budget allocations/appropriations and recommends and/or initiates cost saving measures.

Conducts investigations, institutes special studies, and prepares and/or reviews reports and related information to evaluate existing organizations, policies, procedures, and practices as related to the assigned program.

Represents and/or serves as a liaison for the assigned area of responsibility; maintains contact, cooperates with and addresses contractors; vendors; consultants; industry representatives; federal, state, local and community organizations; and other interested groups pertaining to the assigned programs.

Negotiates and/or administers contracts, grants, and cooperative agreements with federal, state, local, and community organizations.

Conducts or reviews negotiations for consulting services and supervises qualification process for potential associated architectural, engineering or land and geodetic survey firms.

Performs other related work as assigned.

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Engineering, Architecture, Landscape Architecture, Environmental Design, Construction Management, or a closely related field; and,

Four or more years of professional engineering, architecture, land survey, or construction inspection experience. 

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the stated education.)

(24 earned graduate credit hours from an accredited college or university in the specified fields may substitute for one year of the stated experience. A Master’s degree from an accredited college or university in the specified fields may substitute for two years of the stated experience.)
