Definition

This is administrative and management work directing, planning, analyzing, and coordinating community and economic development programs in one or more of the following areas: community development, business attraction/development/expansion, national and international marketing, workforce development, public housing, and/or tourism.

(This classification is part of the broad-banded management service.)

 

Job Duties

Directs and/or assists in the overall planning, development, and administration of community and economic development programs for the assigned area of responsibility.

Plans, directs, and evaluates public relations activities designed to promote and create awareness of programs, services, and/or financial assistance.

Negotiates or administers contracts, grants, and cooperative agreements with federal, state, local, community, and private business organizations; functions as liaison and/or representative for the assigned area of responsibility.

Directs and/or assists administrative personnel in developing and managing policies and/or programs in the assigned area of responsibility; reviews programs to ensure compliance with laws, regulations, and policies.

Participates in directing the development and implementation of departmental planning issues; conducts investigations and institutes special studies to evaluate new and existing organizations, policies, procedures, and practices.

Selects, trains, directs, and evaluates staff in area of assigned responsibility.

Participates in developing, implementing, and/or interpreting new or revised program, departmental, or legislative initiatives.

Participates in conferences, training sessions, and meetings relating to community or economic development.

Participates in developing budget requests; monitors expenditures according to budget allocations/appropriations; recommends and/or initiates cost-saving measures.

Exercises considerable independence, initiative, and judgment in planning and coordinating community and economic development programs under general administrative direction; work is reviewed through conferences, reports, and evaluation of operational results.

Performs other related work as assigned.

This may include specialized and/or additional education, experience, and/or licensure/certification not stated in the minimum qualifications.)

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Business or Public Administration, Marketing, Finance, Community or Economic Development, Economics, Criminal Justice, Political Science, Psychology, Sociology, Social Studies, Social Work, Education, or a closely related field; and,

Four or more years of professional experience in community or economic development, marketing, international business, community planning, business management, tourism, public housing, job training and development, employment services, loan or grant administration, tax incentives administration, or a closely related area.

(Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 24 earned graduate credit hours for one year of experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)
