This is limited supervisory and/or advanced professional accounting work in a state agency.
An employee in this class plans and coordinates the work of a limited number of accountants, and/or account clerks and other personnel in the maintenance of an accounting system, including grant administration or performs independent work of comparable difficulty and complexity. Work may involve the development and implementation of new methods and procedures under the direction of an administrative superior, or may include direct responsibility for the accounting and related activities of a small facility where advanced knowledge and skills are required due to the variety and complexity of the accounting operations. Work is reviewed for over-all standards of performance, compliance with state, departmental or agency directives and adherence to generally accepted accounting procedures; however, the employee is expected to exercise considerable discretion and judgment in making technical accounting decisions.
Plans, directs, and supervises the work of a limited number of accountants, and/or account clerks or other personnel in the maintenance of an accounting system which normally involves fund accounting, elementary cost accounting and general accounting, including accounts receivable, accounts payable, inventory control, property control, resources investigations, etc.
Assists an administrative superior by assuming responsibility for the accounting, and/or expenditure controls on state and/or federally funded programs.
Prepares complex special and periodic financial reports reflecting expenditures, receipts, obligations, and state financial participation in federally funded programs.
Establishes internal procedures for the continuous control and audit of state and/or federal accounts to ensure compliance with federal and state guidelines, rules, and regulations.
Assists in the development of new systems and procedures for the operation of the accounting unit.
Supervises accounting personnel engaged in entering, adjusting, reconciling and auditing financial data in an automated accounting system.
Maintains a grants management system including determining availability of grants, reviewing grant proposals and awards and preparing required reports of grant receipts and expenditures.
Assists in the preparation of the annual budget document, conferring with bureau or section heads and program directors; prepares detailed budgetary reports for comparison of expenditures and obligations to planned expenditures.
Approves adjustment journal vouchers and verifies the appropriateness of the adjustments and the accounts involved.
Confers with administrative superiors on matters pertaining to expenditures, receipts, allotments, purchases, appropriations, account numbers, etc. and prepares correspondence as required.
Performs other related work as assigned.
(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)
One or more years of experience as an Accountant I with the Missouri Uniform Classification and Pay System.
A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in Accounting; and,
One or more years of professional experience in accounting or auditing.
Five or more years of professional experience in accounting or auditing.
(Earned credit hours from an accredited college or university in Accounting may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 6 earned credit hours for one year).

Considerable knowledge of accounting principles and practices.
Working knowledge of the principles and practices of fiscal administration including budgeting contract preparation and reporting.
Working knowledge of the uses and application of automated data processing systems to fiscal operations.
Skill in the use of adding machines and calculators.
Ability to perform detailed work using statistical and financial data.
Ability to interpret complex statistical and financial statements.
Ability to establish and maintain effective working relationships with subordinates and other employees.
