This is entry-level professional work within a state agency in the field of budget administration.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

A Bachelor's degree from an accredited college or university with a minimum of 18 earned credit hours in one or a combination of the following: Public or Business Administration, Accounting, Finance, Statistics, Mathematics, Economics, Agricultural Economics, Resource Management, Parks Administration, Hospital Administration, Communications, English, Political Science, or a closely related field.

(Experience as an Administrative Office Support Assistant or higher classification in an agency budget office with the Missouri Uniform Classification and Pay System, may substitute on a year-for-year basis for deficiencies in the required education.)

(Technical [non-clerical] experience in budget administration, cost analysis, program analysis, or operational analysis may substitute on a year-for-year basis for deficiencies in the required education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Receives training in the principles, procedures, and practices of governmental budget administration.

Examines budget and allocation requests for completeness, accuracy, and conformance with procedures, regulations, and policies; evaluates needs and priorities of agencies to determine where funds may be reduced and where additional funds may need to be requested; and examines alternatives available in funding agency programs.

Identifies and corrects errors in calculations from program submissions.

Assists in the review, analysis, and development of performance measurement data to ensure effective budget requests.

Assists in fund analysis, reviewing financial forecasts, and estimating future outcomes; assists in providing funding recommendations, justifications, and alternatives to meet current and evolving needs.

Analyzes agency budgeting and accounting reports for the purpose of monitoring and maintaining expenditure and program controls; recommends budgetary and allocation adjustments as needed.

Provides technical assistance to agency officials in the preparation of budgets and allocation requests; assists with recommendations on budget/financial objectives.

Assembles fiscal and statistical data for use in budgetary and program evaluations and budget hearings; and maintains files of budgetary information.

Tracks policy legislation and appropriation bills concerning assigned agencies; attends hearings, prepares reports on status of bills, reviews bills passed by the General Assembly, and assists in the preparation of responses to budget questions.

Gathers data and assists with the preparation of fiscal note responses for proposed legislation referred to the agency.

Reviews and assists in the preparation of reconciling documents for budget tracking prepared within the agency; codes core budget reconciliation items and new decision items into the budgeting system.

Exercises independent judgment and initiative under close supervision, receiving detailed instructions on work that involves advanced decisions or determinations.

Performs other related work as assigned.
