This is senior-level professional work within a state agency in the field of budget administration.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as a Budget Analyst II with the Missouri Uniform Classification and Pay System.

OR

A Bachelor's degree from an accredited college or university with a minimum of 18 earned credit hours in one or a combination of the following: Public or Business Administration, Accounting, Finance, Statistics, Mathematics, Economics, Agricultural Economics, Resource Management, Parks Administration, Hospital Administration, Communications, English, Political Science, or a closely related field; and,

Four or more years of professional experience in budget administration, such as providing technical assistance in preparation of budgets, and analysis of budgetary and accounting reports to maintain expenditure and program controls.

(Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year for year basis for a maximum of two years of the required experience at a rate of 24 earned graduate credit hours for one year of experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Assumes responsibility for the examination of highly complex budgets within a larger state agency or group of agencies.

Analyzes and examines, or supervises the examination of, budget and allocation requests on the most complex issues for completeness, accuracy, and conformance with procedures, regulations, and policies; evaluates needs and priorities of agencies to determine where funds may be reduced and where additional funds may need to be requested; and examines alternatives available in funding agency programs.

Monitors budget allotment and reserve plans to assure compliance with agency policies and objectives; monitors expenditures according to budget allocations/appropriations; and recommends adjustments as needed.

Provides guidance to lower level analysts engaged in the compilation of statistical, fiscal, and program information for the formulation and administration of budgets and budgetary allocations; assists in training new employees.

Reviews, analyzes, and assists with the development of performance measurement data to ensure effective budget requests.

Analyzes federal and state funds, reviews and develops financial forecasts, and estimates future outcomes; develops/coordinates funding recommendations, justifications, and alternatives for funding of agency programs to meet current and evolving needs.

Develops complex cost allocation plans and methodologies for assigned agencies.

Acts as agency liaison with Office of Administration, Division of Budget and Planning staff, House and Senate Appropriations Committees, and the Legislative Oversight Committee; attends committee hearings and answers questions concerning agency budgets.

Provides technical advice and assists agency officials in the preparation of budgets, including the interpretation of budget policies; provides recommendations on budget/financial objectives; and ensures that objectives are implemented.

Prepares and assembles, or directs the preparation and assembly of, fiscal and statistical data, charts, graphs, and reports for use in budgetary and program evaluations and budget hearings.

Tracks policy legislation and appropriations bills concerning assigned agencies; attends hearings, prepares reports on status of bills, reviews bills passed by the General Assembly; and prepares/coordinates responses to budget questions.

Analyzes appropriations bills and evaluates the possible effects on programs and agencies.

Researches and analyzes current and proposed policy issues related to assigned agencies and programs to develop recommendations.

Prepares, reviews, and analyzes fiscal notes; works with program staff to draft and/or review fiscal note responses for proposed legislation referred to the agency.

Prepares reconciling documents for budget tracking prepared within the agency; codes core budget reconciliation items and new decision items into the budgeting system.

Exercises a high degree of initiative and judgment in the performance of assigned responsibilities; work is reviewed for adherence to budgetary, fiscal, and program policies and the effectiveness of results.

Performs other related work as required.
