This is senior-level professional supervisory or specialized work involving research, analysis, evaluation, and reporting of statistical data.
Applicants must meet one of the following eligibility requirements:
(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
Two or more years of experience as a Research Analyst II with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency.
OR
A Bachelor’s degree from an accredited college or university including or supplemented by three earned credit hours in statistics or research methods; and,
Three or more years of technical or professional experience in statistical analysis and research.
(Additional qualifying experience may substitute on a year-for-year basis for the required college education.)
OR
A Master’s or higher level degree from an accredited college or university with a minimum of three earned graduate credit hours in statistics or research methods; and,
One or more years of technical or professional experience in statistical analysis and research.

Supervises a small group of professional and clerical employees in the gathering, analysis, and processing of statistical data; reviews and evaluates completed projects for quality, technical accuracy, and completeness.
Performs highly specialized and complex analytical and research studies; prepares detailed reports using tables, charts, and narratives.
Plans, organizes, and directs assigned phases of a major research program; develops procedures and methodology to be used in researching, analyzing, evaluating, and reporting data; determines sources for obtaining data and designs questionnaires; corrects, adjusts, and interprets data.
Prepares correspondence to providers and users of information; visits public and private agencies to coordinate, manage, and improve the quality of data products.
Consults with program staff and various levels of administration in planning and implementing research and evaluation projects.
Assists in formulating administrative and research policies and correlating program policies and practices with federal and state requirements.
Coordinates activities involving electronic data processing functions and provides functional supervision as needed.
Programs statistical applications using statistical software ; provides training for staff in the use of statistical software .
Exercises independent judgment and initiative in the performance of responsibilities; receives general administrative direction; work is reviewed for conformance to broad program objectives and policies.
Performs other related work as assigned.
Comprehensive knowledge of mathematical and highly complex statistical methods and their application to the analysis and evaluation of health, social, and economic data.
Comprehensive knowledge of the use of graphic presentations.
Comprehensive knowledge of research methods and techniques, current technical literature and sources, and availability of information.
Comprehensive knowledge of computer information systems and statistical software .
Comprehensive knowledge of programming utilized in conjunction with a variety of statistical software .
Comprehensive knowledge of agency program operations so consultation can be provided to program director on appropriate evaluation and research techniques.
Ability to plan and supervise staff engaged in research and/or analysis of data.
Ability to analyze complex statistical data and clearly present conclusions in written and graphic form.
Ability to program statistical applications using statistical software.
Ability to train staff in the use of statistical software.
Ability to establish and maintain effective working relationships with other employees, outside agency personnel, and the general public.
