This is senior-level professional work analyzing an organization’s operations and developing and implementing improved managerial procedures and practices.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as a Management Analysis Specialist I with the Missouri Uniform Classification and Pay System.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: Business or Public Administration, Economics, Finance, Industrial Engineering, Engineering Management, or a closely related field; and,

Two or more years of professional experience analyzing operations and developing improved managerial procedures and practices.

(24 earned graduate credit hours from an accredited college or university in the specified fields may substitute for one year of the stated experience.)

(A Master’s degree from an accredited college or university in the specified fields may substitute for the stated experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the stated college education.)

Job Duties

Oversees and/or independently reviews and evaluates the organizational effectiveness and operational management for an assigned program, division, department, or other designated organizational unit.

Reviews and evaluates the effectiveness of new policies, procedures, management systems, etc.

Formulates recommendations for improved organizational structure, policies, techniques, methods, systems, and procedures designed to help achieve the goals of the organization and the objectives of its programs.

Assesses the financial viability and stability of a program or agency, and the efficiency of its financial operations; analyzes expenditures against program objectives and provides advice to improve spending.

Promotes the implementation and use of management techniques and tools such as systems and procedures analysis, operational audits, management surveys, feasibility studies, methods analysis, quality control, and statistical sampling techniques.

Works with staff, supervisors, management, contractors, and consultants in gathering facts, providing advice, and implementing effective organizational methods and procedures.

Coordinates with information technology staff in the design and installation of management information systems for the improvement of operations and management decisions.

Reviews and evaluates legislation for impact on agency operations; provides complex analysis and recommends strategies to effectively initiate approved changes.

Gathers and organizes information from management publications, conferences, and other sources on developments and changes in management techniques and concepts and assimilates this information.

Provides technical advice on management systems and techniques to administrative personnel.

Prepares and analyzes data which can be used for program and performance improvement.

Selects, trains, directs, and evaluates staff in areas of assigned responsibility.

Directs and manages the work of operational and analytical contractors and consultants.

Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of general management principles, methods, techniques, and practical applications in the area of public administration.

Comprehensive knowledge of the general principles and practices of financial analysis, operations research, and/or industrial engineering.

Comprehensive knowledge of management analysis and systems analysis methods.

Intermediate knowledge of the general applications of information technology.

Ability to formulate strategic plans and make recommendations to management.

Ability to gather, organize, analyze, and evaluate facts and figures to determine fundamental causes and symptoms of operational and organizational weaknesses.

Ability to review, analyze, and/or interpret federal or state laws, rules, regulations, policies, and procedures as related to the assigned program; ability to draft new or revised policies and procedures.

Ability to provide leadership and/or supervision to program staff.

Ability to communicate effectively.

Ability to establish and maintain working relationships with other employees, contractors, and consultants.
