This is senior-level professional public contact work in the Missouri Division of Employment Security involving responsibility for complex investigations of employer liability, collection of delinquent taxes, and auditing of larger employers' records to determine compliance with the provisions of the Employment Security Law.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as an Unemployment Insurance Auditor II, Contributions Supervisor, or Claims Supervisor with the Missouri Division of Employment Security; and possession of a high school diploma or proof of high school equivalency.

OR

Two or more years of experience as an Unemployment Insurance Auditor I and/or II, Contributions Specialist II or Claims Specialist II with the Missouri Division of Employment Security; and possession of a high school diploma or proof of high school equivalency.

OR

A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Accounting, Business or Public Administration, or Finance, including at least 6 earned credit hours in Accounting; and,

Two or more years of professional experience in business or public administration, law, accounting, auditing, or in a state or federal unemployment insurance program, that involved either keeping fiscal records and preparing state and federal tax reports, or credit, collections, tax, compliance, employment security, or fiscal investigations.

(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for a maximum of one year of the required experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required college education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Assigns, provides technical assistance to, and reviews the work of a group of Unemployment Insurance Auditors I/II and others engaged in investigations of employer liability and securing delinquent employer reports and taxes.

Reviews the information reported by field staff to ensure that all required data has been submitted.

Confers with and assists employers in matters pertaining to the unemployment compensation law and division policies and procedures.

Assists in the supervision of a moderately large contributions field staff in a large metropolitan area or geographical district, providing administrative support as required.

Instructs and confers with the contributions field staff individually and as a group on new procedures and regulations.

Assists Unemployment Insurance Auditors I/II on the more complex investigations and audits.

Prepares daily and other periodical reports based on information and facts obtained through investigations and upon the activities of the field staff.

Acts as the unit supervisor; selects, trains, directs, and evaluates staff.

Serves legal documents, such as assessments and subpoenas to obtain employer records.

Receives general supervision from an administrative supervisor who reviews performance in terms of quality of work completed, size of workload, cost of operation, and the general condition of the tax function in the area for which the employee is responsible.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of federal and state laws relating to the unemployment compensation program.

Comprehensive knowledge of accounting principles, systems, and procedures which are necessary in the determination of employer compliance with the law.

Comprehensive knowledge of current office practices, procedures, and computer software programs.

Intermediate knowledge of the policies, rules, and regulations established by the Division with respect to the determination of employer liability for payment of taxes and collection of delinquent accounts.

Introductory knowledge of current principles of supervision and office management.

Ability to maintain consistent interpretations of the applicable contributions collection provisions of the unemployment compensation laws and the departmental procedures and regulations administered under their authority.

Ability to plan effectively, schedule work, and train employees in work methods and investigation procedures.

Ability to establish and maintain effective working relationships with employers in carrying out certain specialized phases of the unemployment compensation program.

Ability to review investigations and reports of lower-level Unemployment Insurance Auditors with the view of improving methods and services.

Ability to communicate effectively and represent the agency in a professional manner.

Ability to provide leadership and supervision to professional, technical, and related program staff.

Ability to manage change, provide program management, and achieve results.

Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency.

Ability to perform work independently with minimum supervision.

Ability to operate a personal computer and standard keyboard with speed and accuracy.

Ability to travel in the performance of assigned duties.

Ability to lift and carry materials and equipment such as folders, case records, laptop computers, and projectors necessary for completion of audits or presentations.
