Definition

This is mid-level professional work for the Missouri Department of Health and Senior Services involving implementation of programs serving seniors and disabled adults.

Job Duties

Provides technical assistance and policy and regulatory interpretation to Division and Department Administration regarding Home and Community Based Services, Adult Protective Services, and Administration on Aging programs.

Prepares drafts of case management and adult protective service policies for review by Division Administration.

Prepares and presents training materials for providers and volunteers regarding policies, procedures, and program issues.

Develops, revises, and presents public information materials to promote agency programs and services; responds to inquiries from the general public and other interested parties.

Conducts and analyzes survey results; conducts special research projects pertaining to authorization, assessment, and/or delivery of Home and Community Based Services, waiver administration, and other states’ practices in an effort to enhance service delivery.

Provides assistance to management; assumes leadership role for designated program or special project activities.

Develops and submits reports to area, state, and federal agencies.

Participates in meetings, task forces, conferences, and training sessions.

Exercises independence and initiative in the performance of responsibilities under general administrative direction; work is reviewed for conformance to established standards.

Performs other related work as assigned.

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as an Adult Protective and Community Worker II, Children’s Service Worker II, Social Service Worker II, Long-Term Care Specialist, Adult Protective and Community Supervisor, or Children’s Service Supervisor with the Missouri Uniform Classification and Pay System.

OR

A Bachelor's degree from an accredited college or university in Gerontology, Public or Business Administration, Health Services Management, Health Care Administration, Human Development and Family Studies, Community Planning and Development, Education, Social Work, Psychology, Sociology, Nursing, Criminal Justice, Counseling, Human Resources, Public Health, or closely related behavioral or social sciences; and,

Two or more years of professional experience in planning, developing, evaluating, implementing, and monitoring protective services programs or policies or the delivery or coordination of medical, mental health, or rehabilitative services targeted to seniors or disabled adults, children, or families in a public or private agency.

(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for one year of the required experience.)
