This is administrative and management work planning, directing, analyzing, and coordinating laboratory services.
(This classification is part of the broad-banded management service.)
Applicants must meet one of the following eligibility requirements:
(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.) This may include specialized and/or additional education, experience, and/or licensure/certification not stated in the minimum qualifications.)
A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Chemistry, Biology, Medical Laboratory Technology, natural sciences, or a closely related field; and,
Four or more years of professional experience as a Chemist, Microbiologist, Medical Technologist, Veterinarian, Forensic Scientist, or a closely related area.
(Earned graduate credit hours from an accredited college or university in the specified areas or in Public Health or Public Administration may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 24 earned graduate credit hours for one year of experience.)
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Directs or assists in the overall planning, development, coordination, and administration of laboratory services in an assigned laboratory area such as medical, environmental, forensic, animal health, agricultural, or materials testing, including the identification of program priorities and client needs.
Develops and coordinates laboratory services in an assigned laboratory.
Works with advisory groups to maintain and improve the quality of laboratory services.
Prepares and consults on the development of new or revised standards, regulations, and codes related to laboratory practice.
Directs or assists administrative personnel in policy development, program planning, and coordination; assists in directing the development and implementation of departmental planning issues.
Reviews and/or revises programs to ensure compliance of operations with laws, regulations, policies, plans, and procedures.
Participates in developing, implementing, and/or interpreting new or revised programs, departmental or legislative initiatives.
Participates in conferences, training sessions, and meetings.
Participates in developing budget requests; monitors expenditures according to budget allocations/appropriations and recommends and/or initiates cost saving measures.
Conducts investigations, institutes special studies, and prepares and/or reviews reports and related information to evaluate existing organizations, policies, procedures, and practices.
Selects, trains, and evaluates staff in the area of assigned laboratory services.
Represents and/or serves as a liaison for the assigned area of responsibility; maintains contact, cooperates with, and addresses federal, state, local, and community organizations and other interested groups pertaining to assigned programs.
Negotiates or administers contracts, grants, and cooperative agreements with federal, state, local, and community organizations.
Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction.
Performs other related work as assigned.
Comprehensive knowledge of medical, veterinary, forensic, environmental, and/or scientific principles and laboratory practices involved in providing a laboratory service.
Comprehensive knowledge of programs and objectives of an assigned state agency and the interrelationship of laboratory services in the implementation of the agency’s programs.
Comprehensive knowledge of governmental budgeting, fiscal management, grants, and contract management.
Comprehensive knowledge of a designated specialty area.
Comprehensive knowledge of current laboratory service related issues and theories.
Comprehensive knowledge of managerial techniques and administrative practices.
Intermediate knowledge of the organization and operation of public agencies at the national, state, and local levels.
Ability to work with organizations and advocacy groups in developing new testing procedures and practices.
Ability to plan, promote, and direct laboratory services.
Ability to analyze complex data and formulate plans for coordinating and establishing new or improved laboratory services.
Ability to provide training to other public and private agencies regarding laboratory services.
Ability to review, analyze, interpret, and/or prepare federal and state laws, rules, regulations, policies, and procedures as related to the assigned program.
Ability to testify as an expert witness.
Ability to establish and maintain working relationships with departmental officials, legislators, staff associates, and the general public.
Ability to analyze and evaluate policies and operations, and formulate recommendations.
