This is responsible professional accounting work in the maintenance, review, analysis and development of accounting systems.
An employee in this class analyzes and evaluates accounting systems, methods and procedures for the Division of Accounting. Work involves planning and developing new or revised systems, coordinating the use of electronic data processing equipment to the accounting function and writing procedures for the efficient application of both manual and machine systems. The employee in this class is normally assigned the more difficult special projects involving long-range planning and/or the independent analysis and development of moderately-large systems. Work is performed under the general supervision of a higher-level Accounting Analyst, who reviews completed work for the proper utilization of accounting methods.
Assists in the preparation of new accounting systems designs.
Participates in a periodic review of the more complex manual systems and procedures and in the preparation of an opinion as to their operating effectiveness.
Prepares a detailed enumeration of proposed changes in manual systems work with supporting explanations and justifications.
Prepares graphic illustrations of financial data.
Prepares state-wide regular and special financial reports.
On an assigned project, makes a preliminary study as to current needs and demands; performs research and internal review of design necessary for the completion of the project.
Assists in the preparation of oral or written financial analyses based upon constitutional and statutory provisions for budgeting, appropriation of funds and fiscal control.
Participates in such projects as: a study of the retention of accounting records including the establishment of files and files maintenance procedures; a study of payroll tax procedures and outlines under provisions of the U.S. Treasury Department; the applicability of electronic data processing to the state accounting system; the evaluation of computer software packages and their use for accounting functions; the designation of a new system of coding for state accounts and the development of related forms; a study of various systems programs to determine acceptable systems for the Division; the determination of useful lives of equipment; and a continuing review of new concepts in governmental accounting.
Performs other related work as assigned.
(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
One year as an Accounting Analyst I in the Division of Accounting
OR
Successful completion of the Certified Public Accountant examination followed by at least one year of experience in public accounting.
OR
Two years of professional experience in public or private accounting; and graduation from an accredited four-year college or university with major specialization (approximately 30 semester hours) in accounting. Coursework must include at least one course in data processing systems and must include studies in PERT and/or CPM analysis, and the application of statistics to accounting methods. (A Master's Degree in accounting may be substituted for one year of professional experience.)
