This is senior-level professional supervisory and administrative work in planning and policy development. Responsibilities include serving as the chief planner and coordinator of a statewide program in one or more of the following areas: natural resources, health and social resources, correctional services, recreation, economics, or public administration.
Applicants must meet one of the following eligibility requirements:
(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)
One or more years of experience as a Planner III with the Missouri Uniform Classification and Pay System.
OR
A Bachelor's degree from an accredited college or university; and,
Four or more years of professional experience in research and analysis, program or policy development, management analysis, grant management, budget/fiscal analysis, and/or a closely related area, including two or more years of experience in planning project development and evaluation.
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)
(24 earned graduate credit hours from an accredited college or university in Planning, Social Sciences, Public or Business Administration, Environmental Sciences, Public Health, Recreation, Engineering, Architecture, or a closely related area may substitute for one year of the required general experience.)

Serves as chief planner directing and coordinating statewide planning programs.
Supervises and directs professional staff preparing policy plans and management studies involving the collection, analysis, and presentation of data.
Participates in preparing budget requests and developing and monitoring contracts and grants.
Communicates with local and regional planning officials and their staff regarding policies, procedures, and planning needs.
Serves as the chief liaison officer with federal, state, regional, and local governments to facilitate collaboration and define present and projected planning needs.
Develops and advises management regarding strategic planning goals, and establishment of associated implementation procedures and guidelines.
Directs and oversees the review of proposed legislation regarding program priorities, expenditure of funds, and coordination of services; recommends legislative programs and/or projects; prepares testimony for committee hearings.
Serves as technical advisor to staff and provides assistance with difficult assignments; assists with revising projects' objectives and techniques.
Exercises significant independence, judgment, and initiative; receives general administrative direction; work is reviewed through conferences, reports, and achieved results.
Performs other related work as assigned.
