This is professional work performing inspections and related activities of providers regulated by the Emergency Medical Services (EMS) program within the Missouri Department of Health and Senior Services.
Applicants must meet one of the following eligibility requirements:
(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
A Bachelor’s degree from an accredited college or university; and,
One or more years of experience in emergency medical services; overseeing regulatory activities in a health or public health environment; and/or the management or direction of an emergency medical services related association at the local, county, regional, state, or national level.
(24 earned graduate credit hours from an accredited college or university in Health Care Administration or Nursing may substitute for the stated experience.)
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the stated college education.)
Possession of a current license, in good standing, as an Emergency Medical Technician Basic, Intermediate/Advanced, or Paramedic in the State of Missouri at the time of appointment.
Possession of a valid vehicle operator’s license.

Inspects EMS practitioners, emergency medical response agencies and training entities, and ambulance services.
Verifies that ambulance services and ambulance personnel meet statutory and regulatory requirements before recommending licenses are issued.
Schedules and conducts on-site inspections and prepares inspection reports.
Coordinates with ambulance services ensuring required reporting is completed and provided to the Missouri Ambulance Reporting System, and assists in developing reports/data for internal and external use.
Verifies license applications in accordance with regulatory requirements; confirms continuing education hours are completed on EMT and Paramedic personnel applications.
Conducts investigations to determine compliance with state statutes and regulations and testifies in administrative proceedings as needed; assist investigative staff in collecting medical records and provides consultation on medical procedure compliance.
Develops and conducts surveys to determine community needs.
Assists in the development, distribution, and collection of surveys to determine EMS system needs on local, regional, and state levels.
Evaluates EMS training instructors and programs to ensure compliance with state statutes and regulations.
Assists in evaluating existing rules for consistency with statutory authority, evaluates effectiveness of implementation, gathers and responds to input from the EMS community, and assists in drafting new EMS regulations.
Monitors and assists in fulfilling EMS mutual aid, as assigned, during state and federal level disasters.
Works with considerable independence within established policies and procedures under general supervision from an Emergency Medical Services Inspector Supervisor or other administrative supervisor.
Performs other related work as assigned.
Comprehensive knowledge of federal and state laws, regulations, and policies relating to ambulance services and EMS systems.
Comprehensive knowledge of EMS operations.
Comprehensive knowledge of the national standard curricula for EMS training programs.
Intermediate knowledge of quality improvement theories and practices.
Introductory knowledge of methods and techniques involved in investigations.
Ability to communicate clearly and effectively.
Ability to write detailed inspection reports.
Ability to travel, including possible overnight travel, in the performance of assigned duties.
Ability to interact professionally and effectively with EMS personnel and the public.
Ability to work independently or as a team member in the execution of job functions.
