This is professional supervisory work coordinating inspections and related activities of providers regulated by the Emergency Medical Services (EMS) program within the Missouri Department of Health and Senior Services.
Coordinates and supervises staff conducting inspections of EMS practitioners, emergency medical response agencies and training entities, and ambulance services.
Plans, directs, and coordinates licensing, and investigation activities.
Considers travel requirements and organizes scheduling of on-site inspections and ensures timely submission of inspection reports; conducts inspections in the absence of staff or during heavy workloads.
Manages legal activities with the Office of General Counsel and represents the licensure authority of the agency, as assigned.
Directs communication with licensees to encourage timely submission of licensure material.
Oversees the evaluation of existing rules for consistency with statutory authority and drafts new EMS regulations for review.
Supervises the production of EMS publications and annual reports.
Verifies license applications in accordance with regulatory requirements; confirms continuing education hours are completed on EMT and Paramedic personnel applications.
Assigns and monitors investigations; ensures established procedures are followed; reviews and approves investigative reports; and coordinates the development of disciplinary letters to licensees.
Develops, implements, and evaluates survey instruments to determine EMS system needs on local, regional, and state levels.
Reviews and approves EMS training instructor credentials and program curricula in accordance with state statutes and regulations.
Monitors and assists in fulfilling EMS mutual aid, as assigned, during state and federal level disasters.
Exercises considerable independent initiative and judgment in implementing assigned program activities under general supervision from an administrative supervisor.
Performs other related work as assigned.
(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
One or more years of experience as an Emergency Medical Services Inspector with the Missouri Uniform Classification and Pay system; and possession of a high school diploma or proof of high school equivalency.
OR
A Bachelor’s degree from an accredited college or university; and,
Three or more years of experience in emergency medical services; overseeing regulatory activities
in a health or public health environment; and/or the management or direction of an emergency medical services related association at the local, county, regional, state, or national level.
(24 earned graduate credit hours from an accredited college or university in Health Care Administration or Nursing may substitute for one year of the stated experience.)
(A Master’s degree from an accredited college or university in Health Care Administration or Nursing may substitute for two years of the stated experience.)
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the stated college education.)
Possession of a current license, in good standing, as a Paramedic in the State of Missouri at the time of appointment.
Possession of a valid vehicle operator’s license.
