This is senior-level technical work in field, laboratory, or office assignments; planning for land surveying, geology, hydrology, or architecture activities; or engineering activities that include construction, renovation, and/or inspection of facilities.
Applicants must meet one of the following eligibility requirements:
(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
Two or more years of experience as a Technical Assistant III or Building Construction Supervisor with the Missouri Uniform Classification and Pay System.
OR
Four or more years of experience as a Building Construction Worker II with the Missouri Uniform Classification and Pay System.
OR
Six or more years of experience in drafting, computer aided drafting (CAD), basic engineering, land surveying, geological, or hydrological work; and possession of a high school diploma or proof of high school equivalency.
(Training in drafting or engineering technology from an approved vocational program may substitute on a year-for-year basis for the required experience.)
OR
A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Drafting, Engineering, Engineering Technology, Geology, Hydrology, Earth Science, Geophysics, Statistics, or Mathematics; and,
Two or more years of experience in drafting, computer aided drafting (CAD), basic engineering, land surveying, geological, or hydrological work.
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Develops and reviews plans, specifications, blueprints, maps, and related documents pertaining to construction, renovation, and inspection of projects and sites.
Participates in the design of projects; conducts inspections to ensure compliance with plans, specifications, and blueprints.
Researches records and prepares field notes; converts field data into computer aided drafting (CAD) format.
Determines appropriate construction materials; prepares material specifications, cost estimates, and purchase orders.
Leads or directs laboratory or field tests, collection of field samples, and storage and maintenance of samples and records.
Directs or supervises staff performing land surveying, geological, hydrological, engineering, or architectural related activities.
Assists with geological and geophysical investigations.
Compiles data, reviews and analyzes information, and enters information into databases.
Uses various surveying instruments to lay out and locate project sites, land boundaries, and determine elevations.
Uses global positioning system (GPS) receivers, geographical information system (GIS), computer aided drafting (CAD) software, and other specialized equipment.
Prepares drafting and related standards, procedures, and guidelines; responds to inquiries requiring technical knowledge and/or interpretations.
Operates, maintains, and monitors complex drilling, sampling, field, and/or laboratory equipment.
Trains and/or supervises staff.
Proctors water and wastewater operator certificate examinations.
Receives general administrative direction.
Performs other related work as assigned.

Skill in the use of computer aided drafting (CAD) applications and related software.
Skill in taking field samples and/or drafting techniques.
Skill in operating complex drilling equipment and the use of surveying instruments.
Ability to understand and interpret surveying data, blueprints, drawings, specifications, and related documents.
Ability to determine the feasibility of proposed new construction or alterations by the inspection of new building sites or existing structures.
Ability to organize, assign, direct, and coordinate the work of skilled craftsmen in the building trades.
Ability to make calculations and mathematical notations relating to land surveying, geological, hydrological, architectural, or engineering activities.
Ability to prepare statistical and technical spreadsheets and reports.
Ability to understand and follow instructions and to communicate effectively.
Ability to perform manual work requiring heavy lifting, reaching, and bending.
Ability to establish and maintain effective working relationships with staff, property owners, officials, and the general public.
