Definition

This is senior-level professional, administrative, and supervisory work directing teams in identifying, examining, and evaluating insurance companies to verify acceptable practices and ensure that operations are in compliance with Missouri statutes and regulations.

Job Duties

Oversees the analysis and/or examination activities of assigned Insurance Divisions.

Supervises Examiners-In-Charge or Market Analysis and Investigation Team Leads.

Supervises teams of staff examining and evaluating insurance companies to verify all activities conform to acceptable standards, practices, and procedures.

Confirms that company operations are in compliance with Missouri statutes and regulations.

Oversees multiple investigation/analysis/examination projects concurrently.

Coordinates the preparation of data requests and validation of data received.

Develops an overall plan for examination and coordinates efforts through completion; identifies target examinations and schedules pre-examination meetings; reviews examination work papers and assists with the preparation of examination reports.

Reviews company responses to report recommendations and prepares rebuttals.

Coordinates investigation, analysis, and examination efforts with other divisions and jurisdictions.

Makes recommendations to the Chief Examiner or Division Director to identify and resolve or mitigate insurer compliance concerns.

Offers advice to enhance efficiencies and regulatory processes and improve the consumer protection of the insurance consuming public.

Assures that staff have followed proper auditing and/or sampling methods.

Reviews reports and verifies the data and information developed during the course of an examination/investigation are properly and accurately represented in the report.

Exercises significant independence and initiative in the performance of duties; receives general administrative direction.

Performs other related work as assigned.

(The following minimum qualifications apply to applicant eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement. These minimum qualifications may also be used to evaluate employees for Missouri Uniform Classification and Pay System positions.) (More specific qualifications may be required for particular positions allocated to this class depending on assigned duties and responsibilities.)

A Bachelor’s degree from an accredited college or university; and,

Three or more years of experience at the level of, or comparable to, an Examiner or equivalent professional insurance regulatory experience, including one year in a supervisory capacity.

(A combination of education from an accredited college or university, professional insurance designations, license as an attorney or actuary, and/or experience described may substitute for the stated qualifications and/or special requirements.)

 

Special Requirements

By assignment, an employee may be required to possess designation as a Certified Financial Examiner or Certified Insurance Examiner, as applicable.

Comprehensive knowledge of the National Association of Insurance Commissioners (NAIC) Financial Condition Examiners and Market Conduct Examiners Handbooks.

Ability to meet and attain any designations required for accreditation or certification.

Ability to effectively supervise staff and oversee multiple projects.

Ability to develop a plan and coordinate efforts through completion of project.

Ability to review and interpret detailed examination reports and investigation findings.

Ability to analyze data, forecast trends, and identify outliers and prospective risks.

Ability to travel, including overnight stay.
