This is administrative and managerial work planning, directing, analyzing, and coordinating professional nursing programs and/or services.
(This classification is part of the broad-banded management service.)
Directs or assists in the overall planning, development, and administration of the assigned program(s) or service(s); may function as Chief Nurse Executive, Director of Nursing, Assistant Director of Nursing, Medical Contract Monitor, associate administrator, or other managerial role in professional nursing such as directing a facility-wide program, maintaining 24-hour responsibility for an independent treatment unit with significant security concerns, or overseeing a segment of the state-wide nursing regulatory system.
Coordinates the work of nursing services with other facility programs; confers with physicians, therapists, and other treatment personnel to plan and/or evaluate patient/client care and treatment.
Directs, supervises, and evaluates the work of professional and paraprofessional nursing staff in the care and treatment of patients/clients; supervises the development and implementation of individualized care plans.
Plans, directs, and evaluates a comprehensive nursing in-service and training program for all levels of nursing staff under the Director of Nursing; coordinates student nurse training programs with affiliated universities and schools.
Plans, develops, administers, and evaluates educational, licensing, practice, and enforcement programs in professional nursing.
Provides specialized and highly complex clinical nursing services including assessments, treatment planning, and nursing interventions; provides consultation to other nursing staff.
Develops, implements, and evaluates standards of care for the nursing department; evaluates existing policies, procedures, and practices, and directs changes in nursing practices to meet acceptable standards of nursing care as defined by accreditation and certification agencies.
Prepares budgetary recommendations and reviews requisitions for supplies and equipment requested by nursing staff.
Participates as a member of the facility policy and decision-making committee; confers with other facility department directors to resolve facility administrative problems.
Develops evaluation protocols and mechanisms to review the quality of nursing care.
Evaluates nursing staffing requirements and recommends adjustment of staff levels based on changes in patient acuity levels, census, and program goals.
Supervises the preparation and maintenance of nursing reports and records.
Recruits, selects, and trains professional and paraprofessional nursing staff.
Exercises considerable initiative and judgment in planning and carrying out assignments under general administrative direction; work is reviewed through conferences, reports, and evaluation of operational results.
Performs other related work as assigned.

A Master’s degree in Nursing from an accredited college or university; and,
Three or more years of professional experience as a Registered Nurse.
A Bachelor’s degree in Nursing from an accredited college or university; and,
Four or more years of professional experience as a Registered Nurse.
An Associate’s degree in Nursing from an accredited college or university or a Diploma in Nursing; and,
Five or more years of professional experience as a Registered Nurse.
Possession of a current license to practice as a Registered Nurse in the State of Missouri or in accordance with Missouri’s Nurse Licensure Compact at the time of appointment.

Comprehensive knowledge of professional nursing theory, practices, and standards.
Comprehensive knowledge of management principles and techniques as applied to nursing administration.
Comprehensive knowledge of pharmacology, therapeutic diets and nutrition, aseptic techniques, and other basic natural and social sciences necessary to provide professional nursing care.
Comprehensive knowledge of various therapeutic techniques and modalities used to treat persons with mental illness and/or developmental or physical disabilities.
Ability to plan, implement, and evaluate facility-wide nursing services.
Ability to direct the activities of a large staff of professional and paraprofessional nursing personnel.
Ability to evaluate quality of nursing care provided and develop solutions to nursing care problems.
Ability to coordinate nursing programs with other treatment and facility programs.
Ability to conduct skilled nursing assessments, develop accurate nursing diagnoses, and implement complex therapeutic nursing interventions.
Ability to assess nursing education needs and to plan and implement nursing education programs.
Ability to maintain clinical and administrative records and prepare related reports.
Ability to establish and maintain effective working relationships with staff, patients, and their family members.
