Definition

This is advanced technical and supervisory work in directing one or more work units responsible for computerized, high-volume printing, and/or mail production, or independently operating a remote facility processing a variety of printing and/or mail products .

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Printing/Mail Technician III with the Missouri Uniform Classification and Pay System.

OR

Two or more years of experience which involved significant experience (50% time or more) in printing, high-volume copying, and/or mail operations as a Printing Services Technician III or IV, Mail Room Supervisor, Computer Operator II, Executive I, Administrative Office Support Assistant, or Office Services Assistant with the Missouri Uniform Classification and Pay System.

OR

Four or more years of experience in production printing and/or mail operations involving highly technical computerized equipment, offset duplicating equipment, high-speed copiers, bindery equipment, and/or mailing equipment; and possession of a high school diploma or proof of high school equivalency.

(Earned credit hours from an accredited college or university in Business Administration, Information Technology, Graphic Arts, Public Relations, or Communications may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 30 earned credit hours for one year.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Directs control over one or more work units, assigning job duties, directing workflow, and assuming final responsibility for the timely and accurate completion of work including printing, layout, copying and finishing, sorting, processing, and distribution of printing and/or mail products; schedules, supervises, instructs, and monitors the work of subordinates in the production of printing and/or mail products, including operation and maintenance of complex printing equipment, offset presses, high-speed copiers, mail equipment, and/or other peripheral equipment.

Operates a remote facility with independent responsibility for the accurate and timely completion of work including printing, layout, copying and finishing, sorting, processing, and distribution of printing and/or mail products.

Resolves complex operational halts and initiates corrective procedures by making adjustments, minor repairs, or arranging for service.

Reviews new and existing print applications and programs to become familiar with the content and structure of both input and output and performs test runs.

Confers with responsible agency personnel regarding printing and/or mailing needs; proposes design, layout, duplicating methods, paper and ink choices, and the most cost effective techniques.

Tracks usage of supplies and procures needed materials.

Interviews and selects personnel, oversees training, provides performance feedback, and recommends disciplinary actions.

Exercises independence and initiative; receives general administrative direction.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of the principles and practices of offset printing, duplicating and finishing work, electronic data processing, computer system operations, and/or large-scale mail operations.

Comprehensive knowledge of the principles of office management, supervision, departmental policies and procedures, and standard record maintenance requirements.

Comprehensive knowledge of U.S. Postal Service (USPS) regulations, types of mailings, rates, and mail standards.

Ability to plan, assign, and coordinate the work of subordinates engaged in printing and/or mail production.

Ability to operate, adjust, and maintain complex printing, copying, sorting, and/or mail equipment, and instruct and supervise subordinates in all phases of work.

Ability to perform and direct work under pressure, make decisions, and meet deadlines.

Ability to establish and maintain effective working relationships with staff and other employees.
