Definition

This is technical customer service work in providing consultation and advisement to state agencies requesting printing and mail services.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Printing/Mail Technician IV with the Missouri Uniform Classification and Pay System.

OR

Two or more years of experience which involved significant experience (50% time or more) in printing, high-volume copying, and/or mail operations as a Printing Services Technician IV, Mail Room Supervisor, Computer Operator III, Graphic Arts Specialist II, or Executive I with the Missouri Uniform Classification and Pay System.

OR

Four or more years of supervisory experience in production printing, bindery, or large-scale mail operations (300,000 pieces or more per year); and possession of a high school diploma or proof of high school equivalency.

(Earned credit hours from an accredited college or university in Business Administration, Information Technology, Graphic Arts, Public Relations, or Communications may substitute on a year-for-year basis, for a maximum of two years of the required experience, at a rate of 30 earned credit hours for one year.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Plans, coordinates, schedules, and assigns printing and/or mail production jobs to meet customer needs and deadlines.

Assists customers and provides technical advice and consultation regarding printing and/or mail services available; reviews and approves requests for services; proposes design, layout, duplicating methods, paper and ink choices, pricing, scheduling, and the most cost effective techniques.

Provides cost estimates and the expected completion date; inputs job information into a computer system for job tracking, material input, and customer billing; reviews job cost sheets for accuracy before approving for billing.

Tracks progress of printing and/or mail jobs to ensure quality control and timeliness.

Advises and assists in the training of production staff.

Exercises independence and initiative; receives general administrative direction.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of the general practices, methods, equipment, and production applications related to printing and/or mail operations.

Comprehensive knowledge of U.S. Postal Service (USPS) regulations, types of mailings, rates, and mail standards.

Comprehensive knowledge of the various types of papers, inks, chemicals, and applications used in printing and/or mail operations.

Intermediate knowledge of layout and graphic design.

Ability to perform and direct work under pressure, make decisions, and meet deadlines.

Ability to express ideas clearly and communicate effectively.

Ability to establish and maintain effective working relationships.
