Definition

This is advanced technical, supervisory, and administrative work in directing and coordinating large-scale printing, copying and/or mail operations.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Printing/Mail Customer Service Representative or Printing/Mail Technician IV with the Missouri Uniform Classification and Pay System.

OR

Two or more years of experience which involved significant experience (50% time or more) in printing, high-volume copying, and/or mail operations as a Printing Services Technician IV, Computer Operator III, Mail Room Supervisor, or Executive I with the Missouri Uniform Classification and Pay System.

OR

Five or more years of supervisory experience in a large-scale (300,000 pieces or more per year) printing or mail operation; and possession of a high school diploma or proof of high school equivalency.

(Earned credit hours from an accredited college or university in Business Administration, Information Technology, Graphic Arts, Public Relations, or Communications may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 30 earned credit hours for one year.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Plans, coordinates, and schedules printing and/or mail production to meet customer needs and utilize equipment effectively.

Consults with various state agency personnel on the printing, copying and/or mail services available, including costs, scheduling, and completion dates.

Directs, oversees, and supervises subordinates in the operation of a remote or central printing and/or mail production unit, including printing and copying, collating, binding, finishing, folding, inserting, metering, sorting, and distribution of various products.

Reviews and tests new and existing print applications and programs to understand the content and structure of both input and output.

Reviews and approves requests for services; provides consultation to state agency personnel relating to services available or to be provided; coordinates the work to meet priorities and deadlines.

Interviews and selects personnel; trains and evaluates subordinates; provides performance feedback, and recommends disciplinary actions.

Maintains an awareness of current trends in equipment and supplies used in production printing and mail services; recommends the purchase of equipment; ensures proper maintenance and repair of equipment; assists in printing and/or mail services budget process; procures paper, ink, and other supplies.

Exercises considerable independence and initiative; receives general administrative direction.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of the principles and practices of management and supervision, departmental polices and procedures, and standard record maintenance requirements.

Comprehensive knowledge of all functions of production printing, copying and/or mail processes and associated activities, including materials, equipment, methods, and procedures.

Comprehensive knowledge of U.S. Postal Service (USPS) regulations, types of mailings, rates, and mail standards.

Intermediate knowledge of procurement procedures and budget processes.

Ability to operate complex printing and mail equipment and train others in their use.

Ability to participate and direct minor repairs and maintenance of various equipment, including offset presses, printing and/or mail equipment, and related machinery.

Ability to plan and lay out, from rough drafts, an array of work to be printed or duplicated.

Ability to plan, assign, and coordinate the work of subordinates in printing and/or mail operations.

Ability to establish and maintain effective working relationships with staff and other employees.
