Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as an Information Technologist IV with the Missouri Uniform Classification and Pay System.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in computer science or computer information technology; and,

Five or more years of experience in one or more of the following areas: applications development/support, business/systems analysis, communications technologies, network technologies, information technology security, databases, system programming, end user support, and/or web technologies.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

(24 or more earned graduate credit hours from an accredited college or university in the specified areas may substitute for one year of the required experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Provides technical expertise to successfully meet information technology project objectives and deadlines of the State of Missouri.

Coordinates and leads teams/projects relating to system maintenance and/or integration of new technology or enhancements with existing systems; coordinates tasks, assignments, and deadlines; and monitors progress.

Participates in multiple phase long-term projects providing technical expertise and guidance to other team/project members.

Leads team efforts and/or participates in analyzing, designing, writing, documenting, testing, and maintaining application module(s).

Provides strategic guidance and oversight regarding operating systems, database management systems, and resource security software on mainframe, servers, and associated storage devices; directs and/or oversees evaluations, testing, installation, configuration, troubleshooting, repairing, and maintaining system software and/or hardware.

Serves as business liaison with supported agency staff to analyze business systems’ existing and proposed requirements, processes, data, database structures, programs, functions, and cost/benefit feasibility.

Oversees team and/or participates supporting application development projects, enhancements, and/or maintenance relating to the design and documentation of logical data models, functional work processes, business rules, and program specifications; participates in complex projects as assigned.

Coordinates the installation and maintenance of communication equipment and services including cabling, switches, routers, hubs, voice and data circuits, video, wireless, and/or radio technology.

Provides customer or technical support to specialized application, and leadership and technical guidance to information technology staff; evaluates, tests, installs, relocates, repairs, and maintains computer hardware and software for all agencies statewide.

Oversees and/or analyzes, designs, tests, and implements processes and techniques involving the protection and defense of digital information which is electronically stored or transmitted.

Designs and develops web pages ensuring functionality and compliance with ADA requirements and state guidelines.

Mentors, trains, and evaluates information technology staff.

Participates in the research, review, and preparation of requests for proposals and/or bid specifications for hardware and/or software purchases.

Exercises considerable independence and judgment in the performance of duties; receives general administrative direction.

Performs other related work as assigned.
