This is entry-level professional budget and program work in the Office of Administration, Division of Budget and Planning involving researching, analyzing, and making recommendations concerning various issues.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

A Bachelor's degree from an accredited college or university with a minimum of 24 earned credit hours in Public or Business Administration, Public Policy, Economics, Planning, social sciences, Social Work, Criminal Justice, Political Science, Statistics, English, Hospital Administration, Public Health, History, Agricultural Economics, Education, Finance, Accounting, Journalism, Regional and Community Affairs, Resources Management, Parks Administration, Forestry, or Law.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Analyzes and examines budget requests from state agencies for completeness, accuracy, and conformance with procedures and regulations.

Develops recommendations and justifications for agency funding.

Reviews programs of various state departments in terms of priorities, fund expenditures, and service coordination.

Tracks appropriation and policy legislation concerning assigned agencies; attends hearings, prepares reports on status of bills, and reviews bills passed by the General Assembly .

Researches, analyzes, and develops recommendations regarding current policy issues.

Assembles fiscal and statistical data for use in budgetary and program evaluations.

Provides technical assistance to agency officials in preparing departmental budgets.

Prepares extensive written materials, including fact sheets, background papers, and policy reviews; presents work products to supervisors and responds to related inquiries.

Receives close supervision from an administrative supervisor.

Performs other related work as assigned.

Introductory knowledge of the principles and practices of public administration.

Introductory knowledge of personal computers and appropriate software applications.

Introductory knowledge of the principles and practices of budget administration.

Introductory knowledge of research methodology including the use of statistics and data collection.

Introductory knowledge of legislative processes.

Ability to effectively prepare, organize, and present the results of research or analysis.

Ability to manage numerous projects of varying priority.

Ability to establish and maintain effective working relationships with co-workers, agency officials, Executive Office staff, and members and staff of the legislature.
