This is senior-level supervisory and administrative work planning, organizing and directing a major program for research, analysis and reporting of statistical data and evaluation of projects.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as a Research Analyst III with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency.

OR

A Bachelor’s degree from an accredited college or university including or supplemented by three earned credit hours in statistics or research methods; and,

Four or more years of technical or professional experience in statistical analysis and research.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required college education.)

OR

A Master’s or higher level degree from an accredited college or university which included three earned graduate credit hours in statistics or research methods; and,

Two or more years of technical or professional experience in statistical analysis and research.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Plans and directs a major program within the statistical and research section of a large agency, or directs the entire statistical and research section for a small agency.

Plans, designs, and executes special studies and research projects; develops new methods and procedures.

Performs economic or other research for the purpose of forecasting and developing projections based on intensive investigation of data; writes or directs the writing of narratives and the preparation of graphic material for publication.

Reviews and evaluates the work of personnel; reviews reports and papers for statistical validity and accuracy of interpretation.

Assists in determining policy and personnel needs; assists in selecting and training employees, planning equipment purchases, and preparing the budget.

Prepares federal and other grant applications.

Consults with supervisors of other sections and with personnel of other state, federal, and private agencies who provide or utilize statistical data in order to solve problems and  improve the quality of data products.

Consults with program staff and various levels of administration in planning and implementing research and evaluation projects.

Participates in conferences, seminars, and meetings relating to the general area of research statistics or to specific appropriate program areas.

Programs statistical applications using  statistical software; provides training for staff in the use of statistical software.

Prepares monthly, annual, and/or other periodic work reports.

Exercises significant independent judgment and initiative in the performance of responsibilities; receives general administrative direction; work is periodically reviewed for conformance to broad program objectives and policies.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of statistical methods, principles, and formulas, and their application to the analysis and evaluation of health, social, and economic data.

Comprehensive knowledge of the use of graphic presentations.

Comprehensive knowledge of research methods and techniques, current technical literature and  sources, and availability of information.

Comprehensive knowledge of computer information systems and statistical software .

Comprehensive knowledge of programming utilized in conjunction with a variety of statistical software .

Comprehensive knowledge of agency program operations so consultation can be provided to program director on appropriate evaluation and research techniques.

Ability to plan and supervise staff engaged in research and/or the analysis of data.

Ability to analyze complex statistical data and clearly present conclusions in written and graphic form.

Ability to program statistical applications using statistical software.

Ability to train staff in the use of statistical software.

Ability to establish and maintain effective working relationships with other employees, outside agency personnel, and the general public.
