This is senior-level professional informational and public relations work for a state agency.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as a Public Information Specialist II with the Missouri Uniform Classification and Pay System.

OR

Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Journalism, Communications, English, Public Relations, Advertising, Marketing, or a closely related field; and,

Two or more years of professional experience in public relations, advertising, marketing, film/video production, or journalism.

(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for a maximum of one year of the stated experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Coordinates informational and public relations activities in a specialized program; serves as an assistant to a public information administrator; or performs work of comparable level and scope.

Collects, prepares, interprets, and communicates informational material to support and/or promote agency programs and services to employees, special interest groups, and the general public.

Composes and edits text; produces graphic and photographic illustrations for publication or distribution to the news media and other groups.

Provides assistance to management on matters pertaining to public relations and informational policy.

Analyzes and evaluates the assigned informational program and recommends changes.

Develops and maintains working relationships with media representatives and public, private, labor, business, and civic organizations to ensure the effective dissemination of informational material.

Plans, compiles, verifies, composes, and/or edits appropriate informational materials, newsletters, feature stories, articles, bulletins, manuals, booklets, pamphlets, brochures, internet web pages, and professional or other publications.

Prepares news releases to inform and educate the public concerning agency programs and services.

Edits manuscripts for content, clarity, organization, grammar, style, and format.

Operates still and/or video cameras; edits video for news, displays, or promotional purposes.

Creates illustrations using a variety of media; creates layout work to produce camera-ready artwork.

Estimates costs, develops specifications, and makes recommendations on securing and accepting bids for printing; maintains contact with printing contractors to assure quality control; reviews and corrects printers' galley proofs.

Arranges public appearances and media engagements for agency officials; prepares or edits the material to be presented.

Delivers presentations and/or serves as spokesperson regarding assigned agency programs to special interest groups, employee groups, and the general public.

Informs management of public reaction to programs, suggests strategies for future communications, and makes recommendations for modified or new programs.

Coordinates special events and develops materials, displays, and programs to promote agency services, missions, goals, and enhance consistency and accuracy in those efforts.

Provides training to improve the techniques of supervisory and professional staff in furthering public understanding of the services offered by the agency.

Supervises, trains, and evaluates lower level staff.

Coordinates advertising and promotion of the state as a good location for economic development activities, including new business development, expansion of an existing business, film production, conventions, and vacations.

Exercises significant independence, initiative, and technical skill in the area of communication and public relations; receives general administrative direction.

Performs other related work as assigned.
