This is senior-level professional and technical supervisory work in the compliance, oversight, and inspection of housing developments, properties, and entities receiving funds or program benefits administered by Missouri Housing Development Commission (MHDC).

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Housing Program Auditor and Inspector with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or GED certificate.

OR

A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Accounting, Business or Public Administration, Environmental Studies, Urban Planning, social sciences or a closely related field; and,

Two or more years of supervisory level professional or technical experience in affordable housing management involving compliance with MHDC affordable housing programs; building, construction, or land inspection involving code, prevailing wage, and/or contractor compliance and physical inspections; auditing housing or real estate documents including conducting physical and/or file audits/inspections of properties for compliance of rental contracts, building codes, encumbrances, and other documents specific to the land; real estate development involving reviewing new construction sites for environmental concerns and/or geographical concerns; or other closely related work.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Supervises professional and technical staff in the performance of daily tasks and evaluates staff in areas of assigned responsibility.

Performs, coordinates, supervises, and assists staff with audits of documentation provided by entities receiving funding or program benefits administered by MHDC; utilizes auditing standards to evaluate whether the documentation sufficiently establishes compliance with the program requirements specific to the funding or benefits received.

Performs, coordinates, and supervises physical inspections of undeveloped land, construction sites or buildings under construction, vacant and occupied buildings or housing units/developments, and properties or activities within regions containing or appurtenant to actual or proposed housing developments, or recipients of funds or program benefits.

Coordinates, supervises, and assists staff with all physical inspections and reviews and approves all documentation provided as a result of inspections and audits.

Observes and records deficiencies and compliance discovered in documentation audits and physical inspections.

Compiles information and conducts physical inspections of land, buildings, businesses, and activities within regions or neighborhoods appurtenant to actual or proposed housing developments.

Provides information to management regarding the negotiation of contracts.

Oversees administration of tasks to ensure compliance with contractual obligations.

Oversees the development of and ensures the accuracy and timely filing or publication of forms, guides, manuals, letters, memoranda, and training materials.

Provides information and takes photographs of land, buildings, and/or the surrounding area in regards to inspection sites.

Travels extensively as required for agency business and operates a motor vehicle in the performance of assigned duties.

Exercises significant independence, judgment, and initiative in the performance of responsibilities; receives general administrative direction.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of housing specific programs and regulations, such as programs funded by the Department of Housing and Urban Development (HUD) and regulations related to Internal Revenue Service (IRS) reporting.

Comprehensive knowledge of the methods and materials used in the maintenance of multi-unit housing projects.

Comprehensive knowledge of federal and state laws and rules and regulations governing affordable housing and programs.

Comprehensive knowledge of skills and abilities utilized in maintaining multi-unit housing or construction sites.

Comprehensive knowledge of auditing techniques.

Ability to comprehend contractual language and requirements.

Ability to apply auditing techniques.

Ability to analyze program operations and make decisions in accordance with appropriate laws and regulations.

Ability to perform detailed work which involves utilizing written data and comprehensive reports.

Ability to physically inspect properties, which include undeveloped land, properties under construction, and/or vacant and occupied properties.

Ability to adapt to a work environment which may include rough terrain, inclement weather, hazardous materials or activities, and/or high crime areas.

Ability to plan and organize work activities and travel schedules in an efficient and cost-effective manner.

Ability to supervise, coordinate, and evaluate the work of assigned staff.
