Definition

This is professional and technical work assisting in the implementation and coordination of statewide telecommunications systems.

An employee in this class assists in developing plans for the implementation of statewide telecommunications systems for state facilities. Work involves participating in the planning of statewide telecommunications services, and developing proposals for equipment and services to improve existing telecommunications systems. Work also includes writing complete specifications for purchase or lease of telecommunications equipment. Considerable contact is required with employees and officials at various levels of state government, as well as with telecommunications equipment and service vendors. A position with comparable duties within a state user-agency with widely dispersed facilities may also be allocated to this class. Work is performed with considerable independence, and is reviewed by an administrative superior for adherence to established standards.

Job Duties

Participates in the evaluation of telecommunications within the various agencies to insure that the most cost-effective systems, equipment, services, and methods are being used; gathers data and prepares reports concerning system traffic and capacity.

Reviews specifications, plans and drawings, vendor bid list, letters of intent, letters of agency, contracts, and other significant documents and related items in the acquisition of telecommunications equipment and service.

Participates in the evaluation of telecommunications vendors for contract award.

Maintains telecommunications records, and provides reports and recommendations for the most cost-effective technical arrangements of switching devices and network.

Analyzes expenditures for telecommunications equipment and services in order to evaluate the accomplishment of goals and objectives.

Assists in developing policies and procedures for the operations of telecommunications systems for the state, and plans for the implementation of new systems.

Provides telecommunications services to the executive, judicial and legislative branches and civic instrumentalities of the state.

Trains agency personnel in the management of telecommunications services.

Performs other related duties as required.

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One year as a Telecommunications Analyst I under the Missouri Merit System.

OR

One year of professional or technical experience in such areas as telecommunications engineering, telecommunications sales and service, electronics technology, electrical engineering, computer teleprocessing operations, or other closely related work; and graduation from an accredited four-year college or university with specialization in business or public administration, computer science, electronics technology, electrical engineering or other closely related discipline. (Additional qualifying experience may be substituted on a year-for-year basis for deficiencies in the required college education.) (Successful completion of a two-year electronics technology course at a recognized post secondary technical/trade school may be substituted on a year-for-year basis for the required college education.)
