This is responsible professional and technical work in the development and maintenance of statewide telecommunications systems.

An employee in this class is responsible for the detailed technical analysis and design of statewide voice and data telecommunications systems. Work includes identifying performance measures and operating methods. A position in this class may be distinguished from a position of Telecommunications Analyst II by the requirement for higher technical expertise and the responsibility for development and design of complex voice and data telecommunications systems. A similar position of comparable complexity within a state user-agency with widely dispersed facilities may be allocated to this class. Supervision may be exercised over lower ranking technical and/or clerical employees. Only general supervision is received from an administrative superior, and work is reviewed for adherence to established standards.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

One year as a Telecommunications Analyst II under the Missouri Merit System.

OR

Two years of professional or technical experience in such areas as telecommunications engineering, telecommunications sales and service, electronics technology, electrical engineering, computer teleprocessing operations, or other closely related work; and graduation from an accredited four-year college or university with specialization in business or public administration, computer science, electronics technology, electrical engineering or other closely related discipline. (Additional qualifying experience may be substituted on a year-for-year basis for deficiencies in the required college education.) (Successful completion of a two-year electronics technology course at a recognized post secondary technical/trade school may be substituted on a year-for-year basis for the required college education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Designs and implements the reconfiguration of telecommunication hardware, software or circuitry.

Provides consultative assistance to user-agencies, and develops detailed specifications for telecommunications equipment.

Participates in technical and economic evaluations of responses to requests for bid proposals.

Develops performance profiles of telecommunications systems.

Assists agencies in resolving problems involving telecommunications equipment and services.

Establishes vendor contacts to determine current technical developments and trends.

Provides telecommunications services to the executive, judicial and legislative branches and civic instrumentalities of the state.

Maintains equipment inventories.

Assists in developing policies and procedures for the operation of telecommunications systems for the state or large user-agency.

Researches technological trends and associated costs for the purpose of budget projections.

Performs other related duties as assigned.

Thorough knowledge of the methods involved in the design, specification development, installations, and operation of communications systems.

Thorough knowledge of digital technology as it relates to telecommunications systems.

Considerable knowledge of the principles and practices of telecommunications systems planning.

Considerable knowledge of common carrier services and independent suppliers of telephone equipment.

Working knowledge of the principles of organization, methods and procedures as they relate to government operations of telecommunications.

Working knowledge of the laws, rules and regulations governing the procurement of equipment and services by the state.

Ability to identify problems in telecommunications systems and recommend solutions.

Ability to plan and coordinate activities of technical staff members.

Ability to prepare detailed design specifications and estimates for various kinds of telecommunications systems.

Ability to establish and maintain effective working relationships with other state agency personnel and vendors.
