This is entry-level professional accounting and auditing work in the analysis of public utility financial operations for the Missouri Office of the Public Counsel (OPC).

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

A Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in Accounting.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Receives training in the principles of public utility accounting and auditing.

Participates in financial or management audits of public utility companies.

Prepares and presents testimony and exhibits as an expert accounting witness in hearings before the Public Service Commission (PSC); represents the consumer interest (primarily residential) in cases before the PSC; subject to cross-examination regarding such testimony and exhibits; analyzes and critiques testimony and exhibits presented by utility company officials or by consultants retained by utility companies.

Provides technical accounting information and advice to the legal, engineering, and economic staff of the Office of the Public Counsel, to assist in the preparation of cases.

Gathers, organizes, analyzes, and interprets financial data obtained from public utilities, the PSC, and other sources.

Studies and analyzes changes in accounting procedures and techniques requested by public utility companies.

Receives supervision from the Chief Public Utility Accountant and general administrative direction from the Public Counsel.

Performs other related work as assigned.

Key Skills

Introductory knowledge of Generally Accepted Accounting Principles (GAAP) and practices applicable to public utilities.

Introductory knowledge of financial auditing procedures and techniques.

Skill in analyzing and interpreting accounting reports and data.

Ability to establish and maintain effective working relationships with other staff members and employees, and officials in both public and private sectors.

Ability to communicate effectively, verbally, and in writing.

Ability to plan and organize work.

Ability to travel, as needed, to review documents on-site at utility company offices or for training and conferences.
