This is professional and consultative work in surveying health facilities to determine compliance with state and federal laws, regulations, and certification requirements.
Applicants must meet one of the following eligibility requirements:
(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Health Care, Business, or Public Administration; Nursing; biological sciences; Dietetics; Radiologic Technology; Engineering; Physics; Chemistry; Mathematics; or a closely related field; and,
Five or more years of professional experience in hospital or health care administration, dietetics, medical technology, health care regulatory review, environmental sanitation, or radiological health, including two or more years in a professional supervisory, administrative, educational, or consultative capacity.
(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for one year of the required general experience. A Master's degree from an accredited college or university in the specified areas may substitute for two years of the required general experience.)
OR
Completion of an accredited program of not less than 24 months of formal training in radiologic technology accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT), and current registration by the American Registry of Radiologic Technologists (ARRT); and,
Seven or more years of professional experience in radiological health or radiation safety, including two or more years in a professional supervisory, administrative, educational, or consultative capacity.
OR
Possession of an individualized proficiency certification for Clinical Laboratory Technologists, issued by the U.S. Department of Health and Human Services; and,
Five or more years of professional experience as a chemist, microbiologist, medical technologist, or at or above the level of Associate Public Health Laboratory Scientist, including two or more years in a professional supervisory, administrative, educational, or consultative capacity.
(Earned graduate credit hours from an accredited college or university in Medical Technology or the biological or chemical sciences, may substitute on a year-for-year basis for the required general experience at a rate of 24 earned credit hours for one year of experience.)
By assignment, a position may require:
Registration as a Registered Dietitian by the Commission on Dietetic Registration and licensure in Missouri as a Dietitian.

Conducts on-site surveys of hospitals, laboratories, ambulatory surgical centers (ASCs), facilities providing radiological services, abortion centers, rural health clinics, outpatient rehabilitation facilities, end-stage renal disease facilities (ESRDs), and other related health facilities, or providers participating in the Medicare program, either individually or as a member of a survey team in a specialized area, to determine compliance with state and federal licensing/certification standards, regulations, and laws.
Provides consultation and technical assistance to health facility administrators and other personnel on methods to improve patient care, increase operating efficiency, and meet standards.
Surveys and provides consultation to administrators and other facility personnel in the areas of medical staff, administration, medical records, pharmacy, rehabilitation services, respiratory services, emergency services, surgery, anesthesia services, infection control, sanitation, safety, staff development, quality assurance, dietary, laboratory and radiology services, infectious waste management, social services, and discharge planning as assigned in the various programs surveyed.
Conducts statewide medical radiation control inspections of medically used sources of ionizing radiation including mammography providers, radiology departments, oncology centers, computed axial tomography providers, nuclear medicine sites, and other providers.
Prepares reports, individually and in cooperation with other consultants, on programs surveyed as a team in regard to compliance with state licensing and federal certification requirements; requests in writing corrective action for deficiencies and makes on-site follow-up visits to determine that corrections have been made.
Analyzes data on nosocomial infections to identify trends and assist in resolving problems in ASCs and hospitals; provides clinical review with regard to infection control in all facilities and programs surveyed.
Reviews plans and specifications for new facilities or proposed alterations in existing facilities to determine compliance with life safety codes and makes recommendations regarding the physical location, placement, and specifications of equipment.
Provides consultation in the planning of in-service training programs for professional and non-professional personnel in facilities; reviews and provides available instructional materials in regard to new techniques, products, and improved methods of work.
Assists the facility's administrative staff in analyzing needs and formulating guides and procedures to ensure adequate, safe, efficient, and economical patient care and services.
Participates in meetings and conferences relating to patient care and the operation of health facilities; assists in meetings with survey consultants, facility representatives, and other interested groups.
Presents evidence or participates in hearings regarding health facilities which do not meet standards.
Conducts complaint investigations of patient care and other inappropriate practices of health facilities and prepares reports on findings.
Participates in the orientation of new employees and continuing education programs.
Travels to health facilities to conduct surveys and provide technical assistance.
Attends and participates in staff meetings.
Exercises significant ind ependence and initiative in the performance of responsibilities; receives general administrative direction.
Performs other related work as assigned.
Comprehensive knowledge of the principles, methods, materials, and practices of the designated specialty area.
Comprehensive knowledge of, and ability to, interpret federal and state laws, regulations, and codes applicable to the licensure and certification of health facilities and providers.
Comprehensive knowledge of the functions, services, needs, and operating procedures of health facilities.
Intermediate knowledge of the theory, nature, and objectives of the licensure and certification program.
Ability to evaluate and determine the proper functioning of health facilities and providers.
Ability to compile, present, and interpret reports and related data concerning health facility/provider operations.
Ability to communicate effectively.
Ability to plan and organize work effectively and independently.
Ability to establish and maintain effective working relationships with other employees, allied health agencies, and staff of health facilities under the licensing and certification program.
