This is entry-level professional work assisting with the development of plans and the coordination and implementation of projects for the Missouri Division of State Parks.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as an Executive I or Planner I with the Missouri Department of Natural Resources.

OR

A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Park/Historic Site Planning, Park Management, Business Administration, Public Administration, Recreation, Law Enforcement, Environmental Sciences, Silviculture, Dendrology, Biology, Chemistry, History, or a closely related field.

OR

An Associate degree or 60 or more earned credit hours from an accredited college or university with a minimum of 6 earned credit hours in one or a combination of the following: Park/Historic Site Planning, Park Management, Business Administration, Public Administration, Recreation, Law Enforcement, Environmental Sciences, Silviculture, Dendrology, Biology, Chemistry, History, or a closely related field; and,

Two or more years of experience in parks and recreation involving planning, management, special events, law enforcement, project planning and implementation, grant writing, resource interpretation, serving as a lead worker overseeing park or building maintenance, or comparable work.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.

(Additional earned credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for the required experience at a rate of 30 earned credit hours for one year.)

OR

Four or more years of experience in parks and recreation involving planning, management, special events, law enforcement, project planning and implementation, grant writing, resource interpretation, serving as a lead worker overseeing park or building maintenance, or comparable work; and possession of a high school diploma or proof of high school equivalency.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Assists with planning, coordinating, and implementing programs related to state parks or historic sites; assists with developing and administering long-range plans, short-term projects, and special events.

Assists with developing plans and procedures to improve or enhance state park or historic site facilities or operations.

Assists with administering environmental services involving drinking water and wastewater monitoring, waste reduction and recycling, alternative fuel use, energy saving efficiency, and hazardous waste removal .

Assists with developing trail plans and layouts.

Assists with developing facility sign plans and associated procedures; assists with creating and installing signs.

Assists with preparing bid specifications; assists with procuring equipment, vehicles, materials, supplies, and services relating to projects or special events.

Assists with preparing grants, budgets, leases, permits, contracts, and agreements relating to projects or special events; prepares preliminary reports and documentation.

Assists with u pdating and formulating state statutes, policies, rules, procedures, and guidelines relating to state parks or historic sites.

Assists with conducting customer service, facility and operation surveys and evaluations; prepares reports of preliminary findings .

Assists with preparing responses to inquiries from the public, media , legislators, and other agencies.

Participates in the training of volunteers and interns .

Receives close administrative direction; work is reviewed for adherence to established guidelines .

Performs other related work as assigned.

Key Skills

Introductory knowledge of the administration and operation of a state park or historic site.

Introductory knowledge of the principles and practices for short/long-range planning and implementing projects, special events, or programs for state parks or historic sites.

Introductory knowledge of the policies, statutes, procedures, and rules relating to the cultural, natural, environmental protection, and recreational use of public lands.

Ability to research and assist with the preparation of specifications for bid documents, grants, budgets, leases, permits, contracts, and agreements.

Ability to use a variety of computer software applications.

Ability to research and prepare comprehensive reports.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with the public, administrative staff, and other employees.
