This is professional and supervisory work in the administration and coordination of career and technical education programs in a state facility.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

A Bachelor’s degree from an accredited college or university; and,

Four or more years of professional experience as a supervisor or administrator of adult or secondary-level educational programs; teacher at the high school level or above; career and technical teacher; and/or trainer in a business, industrial, governmental, or military setting.

(24 earned graduate credit hours from an accredited college or university in Education may substitute for one year of the stated experience).

(A Master’s degree from an accredited college or university in Education may substitute for two years of the stated experience.)

Special Requirements

Ability to obtain (at the time of employment) certification as an Adult Education Supervisor or Career Education Director as issued by the Missouri Department of Elementary and Secondary Education.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Plans, develops, implements, and assesses career and technical education programs in a state facility for adult or juvenile offenders.

Plans and participates in curriculum development; coordinates career and technical education programs to ensure consistency with other facilities and compliance with industry standards; evaluates packaged programs and makes recommendations regarding their appropriateness.

 Coordinates and collaborates with the United States Department of Labor, Missouri Board of Cosmetology and Barber Examiners, Missouri Department of Health and Senior Services, and other career and technical certifying agencies.

Provides research, documentation, and knowledge to education supervisors.

Conducts staff meetings to report program updates; organizes in-service training to ensure effective program delivery.

Supervises, trains, and evaluates teaching staff providing instruction to offenders in career and technical areas and employment skills; evaluates attitudes, performance, appearance, and cooperation of teachers and offenders; reviews and analyzes instructors’ records and reports to ensure accuracy and program compliance; and assists staff in the development of curriculum for their assigned area.

Participates in recruitment and selection of career and technical teaching staff.

Assesses career and technical education needs of the assigned facility(ies); maintains information on employment trends to provide accurate career exploration and counseling information to students.

Administers standardized tests to determine occupational aptitudes and interests of potential students; reviews and approves student applications for enrollment in career and technical education programs.

Provides administrative support and advises management regarding educational programs; participates on committees and task forces; and coordinates career and technical education activities with other facility programs.

Develops annual budget requests for individual career and technical programs; procures instructional equipment and supplies in accordance with purchasing guidelines; and tracks and monitors program expenditures.

Conducts research of the job market and evaluates, creates, or revises curriculum accordingly, and implements new programs.

Maintains program records and prepares reports.

Exercises significant independence and initiative in the performance of duties; receives general administrative direction.

Performs other related work as assigned.
