This is mid-level professional work managing a library in a state facility or agency.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in Library Science.

OR

Four or more years of experience as an assistant in a library which involved the cataloging, indexing, classifying, issuing, and care of books and related materials.

(Earned credit hours from an accredited college or university may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 30 earned credit hours for one year.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Develops a plan to provide library services to the facility or entire agency population, including those unable to come to the general library.

Directs the operations and activities of the facility library program.

Selects or assists in the selection and evaluation of library materials and equipment.

Establishes and maintains branch and/or closed-unit libraries.

Performs cataloging, indexing, classifying, or other library tasks related to the processing of books, periodicals, pamphlets, and similar materials.

Maintains records and prepares periodic reports of library progress and use.

Prepares displays of books, reading lists, and other materials to promote reading and the use of the library facilities.

Trains and supervises assistants, volunteers, offenders, or client helpers.

Participates in an interlibrary loan program.

Assists patrons in the selection of reading materials, reference materials, and in the over-all use of the library facilities.

Conducts computer searches to locate and determine availability of library materials.

Replaces worn or outdated books and selects books for rebinding.

Exercises considerable initiative and independent judgment in the operation and management of the library; receives general administrative direction.

Performs other related work as assigned.

Key Skills

Intermediate knowledge of the principles, practices, procedures, and techniques of library science.

Intermediate knowledge of bibliographic and reference tools used in developing a basic library collection.

Introductory knowledge of the needs and interests of library patrons being served.

Introductory knowledge of special programs in the agency or facility requiring library services.

Ability to plan and sustain the operation of a facility or agency library.

Ability to assist patrons in the selection and use of library materials.

Ability to formulate new ideas and services to improve library operations.

Ability to establish and maintain effective working relationships with employees and library patrons.

Ability to direct and train others in the operation, maintenance, and utilization of the library.
