This is senior-level direct care work involving the care and treatment of persons with mental illness in a state mental health facility.
Applicants must meet one of the following eligibility requirements:
(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
One or more years of experience as a Psychiatric Technician II or Security Aide II (Psychiatric) with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency.
OR
Three or more years of experience as a Psychiatric Technician I or Security Aide I (Psychiatric) with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency.
OR
Four or more years of experience as a Developmental Assistant II with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency.
OR
Four or more years of direct care experience on a ward or unit specific to residents who are primarily diagnosed with mental illness; and possession of a high school diploma or proof of high school equivalency.
(30 earned credit hours from an accredited college or university may substitute for one year of the required experience.)

Assumes responsibility for the general management and operation of multiple wards and/or cottages by assigning and directing the flow of work in assigned areas, reviewing and evaluating the work of lower-level staff, recommending disciplinary action and providing input on employee performance to the supervisor, and instructing staff in the total care and delivery of treatment to residents under the supervision of a registered nurse.
Serves as a liaison between direct care staff and members of the administrative staff; confers with supervisors on unit management problems; assists and participates in implementing and evaluating patient care and basic nursing procedures; and/or assumes comparable responsibility for special problems that occur with psychiatric residents.
Serves as a resident expert; provides redirection through active engagement of assaultive/agitated residents; provides support to lower-level technicians in management of difficult resident behaviors.
Investigates reports of rule violations, resident and/or employee complaints, and related incidents; prepares violation and complaint reports for supervisor's review.
Develops, plans, initiates, and participates in special programs for residents such as self-help skills and social behavior, remotivation, rehabilitation, and resocialization with support from professional treatment team members; instructs and trains lower-level technicians in such programs.
Attends interdisciplinary team meetings to report observations of residents' behavior.
Assists with the orientation and training of new employees, recertification of existing employees, and training for promotional employees regarding their duties and the rules and regulations of the facility and the unit; participates in staff development.
Develops Psychiatric Technician II employees through training and imparting specific knowledge, skills, and abilities related to Psychiatric Technician II duties and effective completion of such.
Contributes in the delivery of treatment to residents through direct care and training of Psychiatric Technician II employees.
Assists in coordinating the work of nursing service personnel with other disciplines within the unit to effectively deliver multifaceted treatment to residents.
Directs and reviews the preparation and maintenance of records and reports.
Attends in-service training sessions related to resident treatments in an effort to become an expert on program structure and appropriate responses based on resident diagnosis.
Maintains an inventory of supplies and equipment; approves requisitions and secures replacements as required.
Exercises judgment and initiative within the limit of established policies and procedures; receives general administrative direction.
Performs other related work as assigned.
Comprehensive knowledge of the general care and treatment of residents, including basic nursing, first aid, emergency treatments, and security skills.
Comprehensive knowledge of elementary psychiatric nursing methods and principles, and skill in their application in the care and treatment of the mentally ill.
Comprehensive knowledge of facility practices, rules, and regulations.
Comprehensive knowledge of the general nature of mental illness and ability to recognize and meet the emotional and physical needs of residents.
Intermediate knowledge of the principles of ward management.
Skills in leadership and conflict resolution.
Skills in redirection of difficult resident behaviors.
Ability to lead multiple wards and/or cottages effectively.
Ability to review and evaluate the work of assigned staff.
Ability to train in program structure, emergency intervention technologies, and basic nursing care.
Ability to effectively and efficiently respond to medical emergencies and manage assaultive behaviors, and provide adequate documentation.
Ability to assist lower-level staff in dealing with incidents of resident violence/trauma.
Ability to learn and effectively use approved crisis intervention techniques.
Ability to administer first aid and perform emergency treatments as instructed.
Ability to establish and maintain effective working relationships with residents, staff, supervisors, treatment team members, and the general public.
Ability to accurately report and record observations.
Ability to accept and adapt to change in assignments, methods, and policies.
Ability to maintain a safe, clean, and therapeutic environment for resident care and treatment.
