This is advanced public health nursing with individuals, groups, agencies, care providers, and communities assessing, planning, implementing, and evaluating programs or projects.
Applicants must meet one of the following eligibility requirements:
(The following minimum qualifications will determine merit system eligibility and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
A Master's degree from an accredited college or university in Nursing, Public Health, Public Administration, Epidemiology, or Health Education;and,
Two or more years of experience as a registered nurse.
OR
A Bachelor's degree from an accredited college or university in Nursing; and,
Four or more years of experience as a registered nurse.
OR
An Associate degree from an accredited college or university in Nursing or nursing diploma; and,
Six or more years of experience as a registered nurse.
Possession of a current license to practice as a registered nurse in the state of Missouri at the time of appointment.

Utilizes the nursing processes (assessment, planning, implementation, and evaluation) to provide program specific and/or population-based services.
Assures continuous quality improvement process in public health programs.
Conducts quality assurance activities such as: medical record review, on-site inspections, and monitoring; development of monitoring tools; collection and interpretation of data and contract monitoring.
Provides education, orientation, and training to department staff, other agencies, providers, and consumers.
Provides technical assistance and consultation to department staff, local public health agencies, other state agencies, professional organizations, providers, schools, universities, and consumers.
Uses research and findings for evidence-based decision making.
Participates in review and selection of proposals for services.
Conducts case investigations using advanced nursing, forensic, or epidemiological principles.
Facilitates or participates in state and regional coalitions for public health issues.
Participates in grant writing.
Assures comprehensive case management utilizing advanced nursing expertise.
Serves as liaison with private and public agencies on regional level.
Prepares reports, correspondence, and presentations.
Supervises and/or coordinates staff.
Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction.
Performs other related work as assigned.

Comprehensive knowledge of requirements in contracts and rules.

Intermediate knowledge of the principles of evidence-based decision-making and research methods.
Ability to practice within the scope of the Nursing Practice Act.
